Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The key mission of the FAO Representation in Ethiopia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programmes aimed at accelerating the implementation and achievement of the Sustainable Development Goals (SDGs) in the area of FAO’s global mandate and Strategic Objectives. More specifically, FAO’s response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources. The current portfolio of activities of the FAO Representation in Ethiopia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, nutrition, value chain, marketing, agri-business and land administration. FAO is also implementing several emergency, resilience-building and development interventions, with the support of its six sub-national offices and in partnership with local Bureaus of Agricultures and Livestock and NGOs.

Reporting Lines

The Partnership and Resource Mobilization Specialist reports to the FAO Representative in Ethiopia, and will work in close collaboration with all the office's units and coordinate with all relevant technical units at FAO headquarters, at regional level (Regional Office for Africa, RAF) and subregional level (Subregional Office for Eastern Africa, SFE).

Technical Focus

The Consultant will provide support in strengthening relationships with key resource partners supporting FAO’s emergency and resilience programme: this area of work covers the liaison with resource partners and the development of partnerships to mobilize voluntary resources and capacities in support of country emergency preparedness, response and recovery as part of the overall resilience strategic programme.

Tasks and responsibilities

• Identify resource and funding opportunities to support FAO Ethiopia’s programming, in the context of FAO Ethiopia’s Country Programming Framework, Regional initiatives and priorities, and the FAO Strategic Framework; • Identify and maintain strategic partnership opportunities to strengthen FAO Ethiopia programming such as the Rome Based Agencies, NGOs, academia and the private sector. • Develop strategic donor engagement, resource mobilization and outreach plans, in collaboration with other FAO Ethiopia Teams, and contribute to their effective implementation; • Advise FAO Ethiopia’s Technical team of key donor requirements for project formulation and implementation, and provide donor-specific guidance throughout the entire project cycle; • Manage and coordinate Macro grant/multi-year submissions, and the finalization of contribution agreements; • Ensure timely submission of key resource mobilization documents in line with FAO standards and donor requirements; • Collect and analyze relevant programme/project data at the field level (with implementing partners (IPs) and FAO staff) to inform the resource mobilization and partnerships initiatives; • Contribute to progress, interim and final narrative reports for Trust Fund projects and Government Cooperative Programme, in accordance with FAO Reporting and Editorial Guidelines; • Prepare briefing materials for targeted at specific stakeholders in a timely manner, and act as reporting focal point, liaising with resource partners and other relevant partners as necessary; • Coordinate with the Head of Office, project and headquarters staff, and IPs as needed to finalize report contents; • Contribute to a learning and dissemination strategy for results and pro-actively facilitate and contribute to related activities. • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in agriculture, natural resource management, international development, political science, development economics, business and administration, law or in a related discipline relevant to the mandate of the Organization: • At least 5 years of experience in resource mobilization, programme management, partnerships, communication and advocacy, solid understanding of the humanitarian context; • Working knowledge (level C) of English and limited knowledge (level B) of another official language of the Organization (French, Spanish, Arabic, Chinese or Russian). For PSA, working knowledge of English.

Technical/Functional Skills

• Work experience in more than one location or area of work, particularly in field positions, is desirable; • Experience in the field of resource mobilization and programme management, preferably in humanitarian settings; • Ability to write clearly, concisely and effectively; • Work experience in the areas of advocacy and communication is considered an asset; • Knowledge of UN or standard operational rules and procedures and project/programme administrative management procedures is considered an asset; • Ability to work independently, under time pressure and meet deadlines; • Thoroughness and reliability, sense of diplomacy and tact.
