UNFPA Lao PDR programme 2022 – 2026 builds on the successes of CP6 and aims to accelerate progress of Lao PDR towards its ICPD25 commitments and the SDGs through strong integration of ICPD with National and sectoral plans. The office has initiated innovative approaches to engage with youth and has diversified partnerships to maximize impact in the decade of action for delivering on the SDGs.

The Partnerships and Innovation Specialist support implementing the Country Office’s Partnership Strategy, by analyzing relevant political, social and economic developments and opportunities. The Partnerships Specialist will support the effective implementation and resourcing of the UNFPA Country Programme to meet ICPD25 commitments ; and will help disseminate best practices and lessons-learned from UNFPA Lao’s work among partners, international community, regional and local media, and promote internal communication in accordance with institutional partnerships approach.

The Partnerships and Innovation Specialist provides advice, creates opportunities and supports the UNFPA Representative with innovating and increasing scale, scope and impact of the UNFPA programme. The position is critical to the country office’s advocacy and resource mobilization efforts geared towards achieving the Lao government ICPD25 commitments and UNFPA’s transformative results. Under the overall guidance and direct supervision of the UNFPA Representative and close consultation with the Programme Leads, the Partnerships Specialist will support the Country Office team on identifying opportunities and products in an on-going basis with public audiences, development partners, government counterparts and other key stakeholders with the objective of promoting awareness, understanding and support for UNFPA’s mandate in Lao. Working in consultation with the programe leads, S/He will develop and report on evidence-based innovative partnerships with a special focus on the SDGs, public private partnerships, the Noi Framework and the campaign Me, My Body My Planet My Future Campaign.
Innovation and Partnerships: Support the implementation of CO Partnerships Strategy; maintain the overview of the building blocks and partnerships submissions ● Seek from within UNFPA, UN and Development sector innovations and initiatives to accelerate delivery of ICPD PoA for possible use in Lao context. This includes supporting programme teams with taking forward initiatives with private sector partners of UNFPA Laos.
● Work with Programme staff to identify potential partnerships and follow up to create opportunities for taking UNFPA interventions to scale especially focusing on Gender portfolio.
● Conduct substantive donor intelligence analysis and dialogue with potential counterparts amongst UN and other development partners to incorporate ICPD agenda into new spheres. ● Identify opportunities and establish and nurture partnerships with key stakeholders including Media houses, youth groups, climate change entities, private sector etc.
● Preparing Due diligence screening paperwork, drafting partnership MOUs, following up with relevant Operations colleagues to ensure in kind contributions are duly recorded. ● Support emerging and cross cutting areas of the programme such as: Population and climate change, Urbanisation

Documenting and Communicating for accelerating and scaling up: ● Collaborate with the Communications team to ensure UNFPA Lao is active in a wide range of internal and external social media channels on key aspects of the results we are delivering and lives we are changing. Monitor the comms strategy implementation of UNFPA Lao ● Contribute articles for publication in print Media and for relay to regional and global media outlets; ● Organise for documenting innovation and good practices through the production of short graphics, videos, reports, and ensure dissemination internally within UNFPA platforms, amongst donors and regional stakeholders for Advocacy and partnership building. ● Provide strategic inputs towards advocacy and communication efforts of the Country Office by preparing or reviewing relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles and participating in donor meetings and public information events. ● Create and deliver effective evidence-based advocacy messages to promote UNFPA programme goals taking into account political and cultural sensitivities. Carry out any other relevant activities/responsibilities as assigned by the Representative

leading new initiatives, proposal development, advocacy, public relations for development or private sector entities. ● Prior experience on issues related to women’s empowerment, the SDGs is required. Experience on youth participation, SRH RR and Human Rights Gender will be an asset.
● Prior relevant experience in the UN system or Development related INGOs CSOs is an advantage; ● Proficient in computer presentation and social media applications

The position will be based in the capital, Vientiane. Living conditions in Vientiane are comfortable, but residents must make concessions due to the tropical climate and under-developed infrastructure, including health facilities.

Vientiane is a relatively safe place to live in, with violent crime incidents infrequent. However, single females should exert vigilance if moving alone during the dark and it is best advised to move in groups.The most significant hazards relate to traffic accidents. Hence utmost care should be exerted when in traffic, especially when riding a motorbike.

Volunteers must have a motorbike licence to ride a motorbike in Lao PDR.

The Vientiane entertainment scene is still quiet, and to avoid feeling lonely the person should be proactive in forming friendships, and hence should be ready to make the best of, e.g. the UNV Buddy Programme.

There is a wide range of housing options in Vientiane located within easy reach of the UNFPA office and the UN House. Houses or apartments are usually of good standards. All essential commodities can be bought in Vientiane and its immediate vicinity. House shares with 3-4 people are most common, but single apartments are also available.
