OBJECTIVES OF THE PROGRAMME

To ensure that effective WHO country presence is established to formulate, evaluate and implement WHO country cooperation strategies that are aligned with Member State’s health development agendas that aims to increase access to and effectiveness of high quality health care, sound Health Financing and Human Resources strategies and better Health Governance.

DESCRIPTION OF DUTIES

The incumbent will perform the following, and other related responsibilities as required by the needs of the office:

1. Identify, build and maintain effective and strategic relationships with donor countries and partners, including donors and non-financial partners such as civil society, youth, private sector, parliaments or multilateral organizations.

2. Work with WHO colleagues across the 3 levels of the Organization on engagement with all Member States and partners (including implementing partners), including strategic engagement plans, proposal development and donor reporting, in line with corporate fundraising approaches and the GPW14, the Programme Budget and emergency appeals, and in accordance with the Framework of Engagement with Non-State Actors (FENSA).

3. Gather timely and quality intelligence on priorities, policies, budgets, funding trends and opportunities of the assigned Member States and partners.

4. Develop and contribute to donor and partner profiles and engagement strategies to enhance coordinated outreach to the assigned contributors across WHO.

5. Coordinate with key health sector partners and convene briefings with them, in order to strengthen collaboration. Prepare briefing notes, advise and support WHO leadership in meetings with relevant partners.

6. Track WHO performance and building capacities to meet partner expectations in line with grant agreements, as well as rigorously uphold appropriate policies on preventing and responding to sexual abuse and exploitation, and harassment and monitor reporting to partners in accordance with relevant agreements.

7. Ensure resource mobilization standard operating procedures are properly adhered to through the Contributor Engagement Management (CEM) system.

8. Manage the creation, packaging, and dissemination of targeted materials to strategic partners on programme initiatives and issues as well as success stories which bring visibility to the impact of their funding.

9. Manage the regular monitoring and tracking of partnerships’ perceptions of the organization, developing and implementing risk-mitigation communications and new strategies.

10. Guide technical staff on appropriate communications’ approaches in Partnerships’ briefings.

11. Manage and/or oversee the delivery of partner-sensitive communication training for WHO Country Office staff and personnel.

12. Represent the organization, as delegated by the head of the WHO office, in partnerships’ briefings and engagements.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced university degree (Master’s level or above) in international or public relations, business administration, communications, social sciences, law, or related field relevant to the position

Desirable: Professional certification or other specific training in external relation

Experience

Essential: At least seven years' of experience, with international exposure, in resource mobilization and/or external relations. Considerable experience in writing and editing, particularly in the context of donor reporting/relations and in developing messaging for advocacy purposes. Considerable experience working with and/or influencing funding systems, strategic partners, donor organizations and decision-makers. Experience in grant management and administration processes

Desirable: Relevant work experience in the UN system. Experience at country level is an asset

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2,306.89 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
