Partnership and Capacity Building Manager - Erbil

World Vision - Iraq Office is looking for a highly qualified and motivated person for the position of Partnership and Capacity Building Manager – Erbil

Purpose of Position:

The Partnership and Capacity Building Manager will lead the partnering processes and elements of capacity development for World Vision Iraq (staff, local partners, FBOs and other potential partners). The position holder will oversee the implementation of the Partner of Choice (POC) action plan to institutionalize partnering in WV Iraq’s organizational systems and processes. The Partnership and Capacity Building Manager will also coordinate the due diligence and Organizational Capacity Assessment (OCA) processes as part of partners selection and ongoing capacity building efforts. In collaboration with supply chain and P&C teams, he/she will also coordinate blocked party screening, partner creation on relevant systems and sub-grant agreement signing process for all sub-grantees. Moreover, he/she will also coordinate the staff capacity development plans in collaboration with P&C team.

MAJOR RESPONSIBILITES

Partnership Management

  • In collaboration with the Programme Director and GC partnering team, coordinate the implementation of the POC action plan.
  • Review local partnering MOUs and sub-grant agreements to ensure adherence to WV standards and procedures.
  • In collaboration with Programme Director, develop sub-grant management SOPs.
  • In collaboration with the Programme Director, coordinate the development of partnering guideline.
  • Coordinate partnering mapping (local partners, academia and likeminded organizations) to preposition for future partnership and collaborations.
  • Coordinate the due diligence and OCA processes with different teams; finance, MEAL, support service and develop consolidated due diligence and OCA reports.
  • Work closely with government liaison team and area managers to ensure timely MOU signing with respective line ministries and academia.
  • Provide technical backstopping and guidance on several partnership issues to RDPQ and field operations team including sub granting, networking, mapping of partners, etc

Capacity Building

  • Coordinate OCA assessment processes and work with partners to develop partner specific capacity improvement plan and coordinate its implementation processes.
  • In collaboration with P&C, identify staff capacity development needs, coordinate its timely implementation and document the entire progress
  • Coordinate staff and partners capacity enhancement to improve their knowledge and skill on partnering, networking, collaboration, and sub-granting.
  • Coordinate with the region, Global center and DMT team to identify resource persons for staff and partners capacity development.
  • Organize and facilitate forums to enhance the sharing and learning of best practices among WV Iraq partners.

Communication, external engagement and documentation

  • Coordinate the process of success stories, best practices and lessons learned write up and documentation on partnering.
  • Ensure the achievements and timely reporting of key partnering performance indicators as per WV partnership standards
  • Facilitate the annual partnership performance and health checks with existing partners to improve WV Iraq’s partnership management.
  • Create an online knowledge sharing platform for local partners.
  • Work closely with different departments to consistently institutionalize partnering in WV Iraq’s systems and processes and document milestones.
  • In collaboration with Programme Director, Technical Advisors, Advocacy and Policy Director and government liaison team, develop and implement engagement with line ministries and different working groups.

Perform other duties as required.

  • In collaboration with the Programme Director, when required, support the timely start up of project implementation until Project Managers/Coordinators are recruited.
  • Perform other duties as assigned by the Line Manager.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

  • A minimum of 5 to 10 years working experience in an NGO sector (Directly facilitating capacity building and partnerships at a field level)
  • Experience in brokering partnerships and local partners capacity building.
  • Excellent written and verbal communication and relational skills, especially in a cross-cultural environment, and ability to analyse and solve problems, persuade, network and negotiate.
  • Computer literacy.
  • Fluency in written and spoken English language is required.
  • Arabic/Kurdish language proficiency
  • Bachelor’s degree in development studies, social sciences, or any other related field
  • Certification in facilitation/training, networking and partnering will be an added advantage.
  • Good knowledge and understanding of partnership management and local capacity building.

  • Full adherence to security protocols.

Language Requirements:

English is required.

Arabic and/or Kurdish preferred.

Physical Requirements

Must be in good physical and mental condition.

Travel and/or Work Environment Requirement

50 % travel required within the country and internationally.
