Result of Service The Part-time Fellow will support the Associate Programme Officer by providing technical advice for the development of a Costed Rehabilitation Plan comprising rehabilitation measures and activities to be implemented based on identified needs and gaps, as well as on the results of the risk assessment tool developed by UNICRI and ICCT within the framework of the MERIT project.

Duties and Responsibilities 1. Background of the assignment:

United Nations Interregional Crime and Justice Research Institute (UNICRI) is a United Nations entity established in 1968 to support countries worldwide in preventing crime and facilitating criminal justice. UNICRI is mandated to assist intergovernmental, governmental and non-governmental organizations in formulating and implementing improved policies in the field of crime prevention and criminal justice. UNICRI' s goals are:

  • to advance understanding of crime-related problems;
  • to foster just and efficient criminal justice systems;
  • to support the respect of international instruments and other standards;
  • to facilitate international law enforcement cooperation and judicial assistance.

Following its long-lasting experience in preventing and countering violent extremism in Mali, UNICRI aims at improving the management of Violent Extremism Offenders (VEOs), their rehabilitation and social reintegration with the final purpose of reducing recidivism and countering violent extremism in Mali. In particular, UNICRI has implemented the project “Mali (Dis-) Engagement and (Re-) Integration related to Terrorism” (MERIT), aimed at improving rehabilitation and reintegration of Malian VEOs in and after detention through the design of a risk assessment procedure, and preventing violent extremism outside the prison context, by promoting alternatives to violence. Based on this initiative, UNICRI is looking to expand its avenues of partnership in this field, and others related to it in the field of crime prevention and criminal justice.

2. Purpose of the assignment:

The part-time fellow will support the Associate Programme Officer in the development of a Costed Rehabilitation Plan comprising rehabilitation measures and activities to be implemented based on identified needs and gaps, as well as on the results of the risk assessment tool developed by UNICRI and ICCT within the framework of the MERIT project.

The rehabilitation plan will be designed in close collaboration with the national prison administration (DNAPES) and the national consultant of UNICRI based in Mali, and will include the identified needs and gaps, in-depth information about the steps necessary for different possible rehabilitation interventions and all relevant programmatic information such as a detailed description of the stakeholders to be involved per each action, an implementation time-frame, as well as cost estimates for each proposed intervention.

The part-time fellow will also support the preparation of the workshop from a substantive point of view and the participation in bilateral meetings that UNICRI will have with donors. The part-time fellow will also be involved in activities that UNICRI carries out, in other areas, including in Central African Republic in cooperation with MINUSCA, as this will provide important lessons learned for the work to be carried out in Mali. Since there are overlapping thematic topics and UNICRI wishes to expand its programming in the country and wider region, the part-time fellow will support his/her supervisor in this feat.

3. Specific tasks to be performed by the fellow:

Under the supervision of the Associate Programme Officer the part-time fellow will perform the following items, in English (the UNICRI working language) and French (language spoken by national counterparts in Mali, and also Central African Republic):

  • The part-time fellow will facilitate the workshop organized by UNICRI with DNAPES personnel as well as relevant stakeholders: as the workshop will represent the occasion to collect inputs on current needs and gaps and on the development of a comprehensive Rehabilitation Plan for VEOs, the part-time fellow will contribute to ensure that all relevant data and aspects are identified and discussed during the meeting.
  • Based on the discussion held prior to the workshop, the part-time fellow will provide technical advice for the identification of recommendations to be considered for design of a costed Rehabilitation Plan for Mali.
  • Based on the outcomes of the workshop, the part-time fellow will provide technical advice and draft inputs for the UNICRI programme on R&R of VEPs in Mali.
  • The part-time fellow will participate in meetings with relevant stakeholders and potential partners to present the initiative and establish cooperation mechanisms.
  • The part-time fellow will support the supervisor in working with MINUSCA in Central African Republic (CAR) for the UNICRI project on improving detainee classification, since lessons learned from Mali / CAR will allow UNICRI to broaden its programming possibilities in the countries and wider region.

    Qualifications/special skills Academic Qualifications: Advanced university degree (Master or equivalent) in the field of social sciences, international relations, economy, business administration or a similar field is required. Bachelor’s degree in similar field with combination of two additional years of relevant experience can be accepted in lieu of Master’s degree.
