Pacific Sendai Framework for Disaster Risk Reduction Midterm Review Communications Consultant

Result of Service Under the supervision of the Head of Sub-Regional Office and in close liaison with the Pacific Regional MTR SF consultant you will be the focal point for communications relating to the regional review process.

Duties •Liaise with regional, national, and local actors working in the disaster risk reduction field to communicate processes and outcomes of the Pacific Mid-term Review of the Sendai Framework via engagement in National MTR process. •Liaise with pre-identified stakeholders in Pacific Member States and develop an activity plan to ensure a regular flow of communications material from Member States in order to achieve the expected results. •Develop regional case studies and impact stories (mojo/video/podcast/voxpops), and other relevant communications tools (e.g. create visual products and design graphic products such as infographics, for reports and social media to showcase the impact of good practice DRR initiatives/ lessons learnt as identified by the regional review process). This will involve video filming and editing as well as collating material from regional stakeholders. •Drafting and editing of short written materials: briefings, web copy, blogs, press releases, country updates, FAQs, etc. •Manage social media accounts - ensure accessibility, communicate key messages based on accomplishments and lessons learnt; support sharing of learnings and practices regionally. •Helping to organise and support communications events: preparing materials, organising meetings, facilitating as required. •Provide administrative, research, communications, and note-taking support (e.g. support organisation and facilitation of inclusive multi-stakeholder national, and local consultations, conducting interviews, and facilitating focus group discussions). •Develop, maintain and update a digital library of communications materials (photo/ video/ audio/ text). •Ensure that all products, documents, materials and events comply with the established institutional and intellectual property policies, and that they are also in accordance with the requirements that counterparts and donors request.

Duties and Responsibilities The Sendai Declaration and the Sendai Framework for Disaster Risk Reduction 2015-2030 adopted by the 3rd United Nations World Conference on Disaster Risk Reduction 2015, were subsequently endorsed by Member States in the United Nations General Assembly. The Sendai Framework provides for an all-of-society and all-of-State institutions engagement in preventing and reducing disaster risks posed by both natural and man-made hazards and related environmental, technological and biological hazards and risks. 2023 marks the midpoint in implementing the Sendai Framework, as well as other related global and regional sustainable development related agreements. In its resolution 75/216 of 21 December 2020, the UN General Assembly decided to “hold a midterm review of the implementation of the Sendai Framework in 2023 to assess progress on integrating disaster risk reduction into policies, programmes and investments at all levels, identify good practice, gaps and challenges and accelerate the path to achieving the goal of the Sendai Framework and its seven global targets by 2030”.

In the Pacific, the Mid-term Review (MTR SF) will be designed to capture human impact stories and to showcase progress made on DRR and resilience building at the regional, national and local levels – what has worked, where are the gaps, and what we must do to accelerate or recalibrate action to meet the commitments of Sendai Framework and relevant regional agendas in the Pacific. This in turn will support communities, governments, and partners in the region on how to and where to best invest efforts and resources.

A key part of this consultancy will capture human impact stories and supporting communication of key messages from regional review processes based on the the coordination and analysis of the national and subnational consultation and review processes. The consultant will support participating national Sendai Focal agencies and the UNDRR Sub-Regional Office in the Pacific to communicate their findings throughout the midterm review process, in line with guidance available at https://sendaiframework-mtr.undrr.org/

Qualifications/special skills Skills: •Good interpersonal and communication skills. •Personal commitment, effectiveness, and commitment to results. •Ability to write clear and concise texts in English. •Ability to manage multiple tasks. •Creative – able to distil information into infographics. •ICT literate (word processing, infographics, video editing, social media platforms). •Film/video/photography and mobile journalism skills an advantage. Academic Qualifications: Bachelor's Degree in Communications, Journalism, English, Media Studies, Film, Arts, Graphic Design, or related field or related media experience is required. Experience: 5 year's experience in one or more of the following areas is required communication; print/ online media; journalism report writing; conducting consultations with stakeholders; disaster risk management; climate change adaptation and resilience. Language: Fluency in English is required. Knowledge of local language is desired.
