Organizational Setting

The FAO Subregional Office for the Pacific Islands (FAO SAP) is a technical hub, which supports 14 countries in the Pacific. It is responsible for developing, overseeing, and implementing programmes and projects to address food security, nutrition, agriculture, and rural development priorities. FAO SAP works with national governments and other stakeholders to identify priority areas for national and regional assistance. Currently, FAO SAP is implementing several projects and is looking for a qualified DRRCCA Consultant.

Reporting Lines

The DRRCCA Consultant will work under the overall supervision of the FAO Sub-Regional Representative for the Pacific (SRC), the administrative supervision of the FAO Assistant Representative for Fiji, the technical supervision of the Sub-regional Office for the Pacific Islands (SAP) Fisheries Officer, Natural Resources Officer and the FAO FIRST Policy Officer in close coordination, collaboration and liaison with the Ministries of Fisheries and Ministries of Agriculture in 6 countries (Federated States of Micronesia, Fiji, Niue, Palau, Solomon Islands, Vanuatu).

Technical Focus

The technical focus of this consultancy is in the Agriculture and Fisheries Sectors in the participating countries of the projects. Primarily the consultant will concentrate on stakeholder identification, conducting relevant surveys to understand and analyse, preparedness for natural disasters, including pandemics, and climate change impacts. Based on the analyses, the emphasis will turn towards training of appropriate target groups to mitigate risks and adapt to the impacts of disasters and climate. Mitigation of risks will include provision of some productive tools and materials to reduce vulnerability. However, for GCP/INT/244/EC project, the technical focus will be on Youth Employment through agriculture data analysis by demographics, policy analysis focusing on Fiji only. In addition to the specific tasks and duties outlined below, the DRRCCA consultant will also provide interim emergency response tasks to handle SAP FAOs immediate actions to emergency situations in Fiji.

Tasks and responsibilities

This consultancy is split over 4 FAO projects in 6 countries: • GCP/SAP/004/CAN “Reducing COVID-19 Related Food Insecurity in the Pacific Region”. • GCP/SAP/003/CAN “Adaptive Fisheries Management (Can Adapt)”. • TCP/FIJ/3801 “Building resilience in Fiji`s fisheries sector through improved DRR and DRM”; and • GCP/INT/244/EC “Food and Nutrition security Impact, Resilience, Sustainability and Transformation (FAO FIRST Programme)”.

The DRRCCA consultant will perform the following tasks and provide the following services: 1. GCP/SAP/004/CAN: Fiji, Federated States of Micronesia (FSM), Niue, Palau, Solomon Islands (133 Days) • Ensure that Disaster Risk Management (DRM) and Climate Change Adaptation (CCA) is streamlined in the project work plans and assist the project manager and national consultants in the preparation of DRM and CCA work plans and project progress monthly and final reports for the FAO SAP and donors as required. • Assist the project manager to draft and support management of contractual instruments with Service Providers (SP) to conduct vulnerability surveys in agriculture and fisher associations in FSM, Niue, Palau as requested or required by the governments. The number of communities will be decided on in consultation with the different Ministries. • Support the rPFSC in matters related to (DRM) and support establishment of the regional Fisheries Working Group, if practical and appropriate. • Work with the relevant FAO Technical Officers to determine the required environmentally-sustainable gender-sensitive climate-smart agriculture inputs and assist the project team with training to support small scale fisheries and agro businesses and identification of appropriate productive inputs for stakeholders. • Based on capacity assessments, prepare and deliver a specific online training courses on DRR for fisheries, aquaculture and agricultural officers and Fiji, FSM, Niue, Palau and Solomon Islands. In order to rationalize time and efforts, joint training of Fisheries/aquaculture and Agriculture officers are recommended in States that have an integrated Departments/Ministries for Fisheries and Agriculture such as FSM – Department of Resources and Development, Palau - Ministry of Natural Resources, Environment and Tourism, Niue - Department of Agriculture, Forestry and Fisheries. However, for Fiji and Solomon Islands, the training may be separate or integrated to build overall Ministerial capacity. Where appropriate within the course design, the consultant should seek to strengthen capacity in damage and loss and needs assessment data gathering and analyses for evidence-based response planning. o Preparation of Fisheries DRR/DRM Course incl. a module for Fisheries Officers to deliver training at community level. o Preparation of Agriculture DRR/DRM Course incl. a module for Agriculture Officers to deliver training at community level. o Delivery of Fisheries and Agriculture combined courses in FSM, Palau and Niue o Delivery of Fisheries courses only in Fiji and Solomon Islands. o Delivery of Agriculture courses only in Fiji and Solomon Islands. o Supervise at least 1 training of agro-fisher communities in FSM, Palau and Niue by fisheries and agriculture officers and prepare a report on the training. 2. GCP/SAP/003/CAN: Fiji, Solomon Islands, Vanuatu (33 Days) The GCP/SAP/003/CAN DRM/CCA activities are anticipated to link with the GCP/SAP/004/CAN activities primarily by utilising the same training materials prepared under GCP/SAP/004/CAN and by trainings of fisheries officers being delivered under one banner in Fiji and Solomon Islands. Where possible the DRRCA consultant will deliver outputs directly but, especially under COVID travel restrictions, the consultant will supervise a national SP when and as required. • Work with the relevant FAO Technical Officers to determine the required productive outputs for adaptation to climate change. • Assist the project Lead Technical Officer to draft and support management of Letters of Agreement (LoAs) with SPs. • Prepare work plan, quarterly reports and end of mission report. • In collaboration with the fisheries agencies the consultant will prepare SOPs for DRM as needed. • Design Initial and Detailed Damage Assessment (IDA/DDA) methodologies for the fisheries sector in Fiji, Vanuatu and Solomon Islands including training and integration into national response systems. • Deliver the Fisheries DRR/DRM training courses for fisheries officers in Vanuatu, Solomon Islands and Fiji including a module for Fisheries Officers to deliver training that includes CCA at community level • Supervise at least one training of coastal fisher/ aquaculture associations by fisheries officers in Fiji, Vanuatu and Solomon Islands designed to prioritise inclusiveness and relevance for women/youth -activities and which may include preparation of LoAs and Terms of Reference with SPs to organize surveys, workshops and specific trainings to fisher communities 3. TCP/FJI/3801: Fiji (30 Days) • Prepare work plan, end of mission report • Develop vulnerability mapping methodology for fisheries sector in Fiji • Design, identify and manage LoA with Service Provider (SP) to conduct vulnerability surveys in 10 fisher associations and their communities • Conduct testing, adjustment then provide training and orientation on methodology to SP • Assist SP to produce Risk Reduction Plans for participating communities • Organize and facilitate workshop on results of vulnerability mapping and highlighting risk reduction plans 4. GCP/INT/244/EC: Fiji (38 days- October 2021 to February 2022) o Analysis of the 2020 Agriculture Census Data disaggregated by age group and gender focusing on youths o Review of current studies focused on the status of youth in Fiji o Review of related youth policy frameworks and policies in Fiji o Engagement with relevant stakeholders, including youth, to complement the available information found on the different reports and validate/brainstorm ideas for the proposed way forward • Based on the analysis of the information mentioned above, preparation of a report on sustainable livelihood opportunities for rural youth, including main findings and a set of recommendations at policy and programme level focused on innovative ways to harness the potential of youth in the rural areas in connection to agriculture and the food system and considering the impacts of the current COVID19 crisis. • Based on the above findings and recommendations, if feasible and timely with the Ministry of Agriculture, assist in the development of a Youth in Agriculture policy that should be informed by lessons learnt during the recent crises.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in International Development Studies, Food Security, Agriculture, Fisheries, Gender Studies, Economics, Political Sciences, or another relevant field. • Minimum of 12 years combined and relevant experience in the areas of international development, DRR/DRM, and policy development and implementation in rural agriculture projects • Working knowledge of English and limited knowledge of one of the other FAO languages (French, Spanish, Arabic, Chinese, Russian) for Consultants. For PSA.SBS working knowledge of English will be sufficient.
