How can you make a difference?

Under the guidance and supervision of the Chief Field Office Cabo Delgado, and with the support of the Chief of Field Operations/Emergencies (CEFO), the incumbent reviews current Field Office positioning and implements country office preparedness and emergency response interventions. The incumbent is responsible for supporting the Cabo Delgado Field Office in implementing, adapting, and scaling up lessons learned and setting up systems for the Rapid Response Mechanism. S/he will also support the Field Office in enhancing the tools and mechanism to support the coordination, response monitoring, and preparedness for emergency response across the province to ensure the survival and well-being of children and caregivers as well as affected communities

Key functions and accountabilities of the position (detailed job description attached): -

Emergency Preparedness

  1. In coordination with Field Operations and Emergencies section, support the preparedness of FO for case scenarios linked to military operations, increased conflict, asymmetric terrorism attack, and natural disaster. Link up with Business Continuity Plan exercise for Cabo Delgado and develop FO EPP
  2. Ensure that a rainy season preparedness plan for Cabo Delgado is in place and aligned with the ICCG and Inter-agency preparedness plan.
  3. Ensure minimum preparedness actions are established including review of prepositioned emergency supplies in the FO.
  4. Ensure FO preparedness actions are adequate in case of additional mass displacement or natural disasters (both Rapid Response Mechanism and stand-alone response)

Emergency Response

  1. Support the implementation, expansion, and lessons learned of the interagency Rapid Response Mechanism in coordination with the A-HCT and ICCG, and ongoing JRP (Joint Response Plan with WFP and IOM).
  2. Support enhancement of FO/CO risk management for Integrated program delivery—particularly as relates to the Rapid Response Mechanism usage/deployment/access in hard-to-reach areas.
  3. Coordinate with OCHA, DSS, UNICEF FSO, IOM, WFP, and other relevant agencies and coordination fora on modalities for deployment in hard-to-reach areas for Rapid Response Mechanism and emergency integrated program.
  4. Ensure Rapid Response Mechanism and other activities are supported by a strong PD program.
  5. Support the development of a humanitarian performance monitoring framework in Cabo Delgado to report on core humanitarian results including mainstreamed gender, AAP, disability inclusion, and PSEA.
  6. Participates in the implementation of plans of action and workplans for emergency projects. Undertakes field visits to emergency project areas, to assess local conditions and monitor project progress. Provides technical advice on project administration (e.g., activates, requests or reprogrammes allocation of emergency funds). Contribute to inputs for the HAC, HRP and updates/Sitrep related to emergencies.
  7. Identifies longer-term requirements of the emergency operation/interventions in ensuring implementation of a HDP Nexus approach.
  8. Promotes that disaster prevention, mitigation, preparedness, and response strategies are mainstreamed in the Field office. Contribute to sectoral input for the country programme documents, plan of action, annual work plans, and all related documents of the office’s Emergency Preparedness and Response.

Field Office Emergency Coordination

  1. Support the overall efforts of the Field Office, to ensure the required emergency response for displacement crisis, raining-cyclonic seasons is in alignment with the Core Commitments for Children.
  2. Ensure relevant UNICEF participation in Emergency Coordination mechanisms and interagency assessments.
  3. Support the implementation of the Engagement Strategy under the guidance of the CFO and in coordination with Chief Field Ops & Emergency to strengthen UNICEF’s engagements with external stakeholders and non-humanitarian actors. Work as AFP (UNICEF Access Focal Point) facilitating and supporting the work of the ATT (UNICEF Access Technical Team) at the Field Office level and the participation to the inter-agency Access Working Group.
  4. Ensure a more efficient and coordinated humanitarian response through direct engagement and participation to the inter-agency Civil-Military Advisory Group (CMAG) and act as the UNICEF FO CML (Civil Military Liaison Focal Point).

To qualify as an advocate for every child you will have:

  • Advanced University degree in one of the following fields: social sciences, public administration, international law, public health, nutrition, international relations, business administration or other related disciplines. Preferably a combination of management, administration, and relevant technical fields
  • Five years of progressively responsible professional work experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation and administration.
  • Specialized training/experience in emergency response management highly desirable.
  • HUMANITARIAN: at least two years of work in humanitarian situations is required.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • At least one instance of exposure to emergency programming, including preparedness planning.
  • Active involvement in a humanitarian crisis response programme preferred.
  • Experience working in a developing country is considered as an asset.
  • Fluency in English is required. Working knowledge of Portuguese preferred. Knowledge of Spanish or Italian is considered as an asset.
