Org. Setting and Reporting Within its Division for Market Development – a technically focused division, the Trade Facilitation and Policy for Business (TFPB) Section is ITC’s focal point to build a conducive business environment for the benefit of traders/investors in developing and transition economies. The TFPB Section assists chambers of commerce and other business organizations to articulate business views effectively and influence policies to ensure that trade and investment negotiations, national policies and regulatory reforms all reflect a well-informed business perspective. ITC also works with policymakers to help them better understand the business perspective of these processes in order to update guidance, policies, legal and regulatory frameworks, and inform trade and investment negotiators.

ITC is currently seeking a Senior Trade Policy Officer to manage and lead the implementation of a number of ongoing/future trade related technical assistance programmes with a particular focus on fostering public private consultations for policy formulation/trade negotiations; supporting stakeholders with training and awareness raising with regard to trade negotiations and preferential trade arrangements; and providing technical expertise to support private sector efforts to understand best practices and identify ways in which policymakers should direct their efforts to support a conducive business environment, in order for SMEs to gain market share and increase exports.

Focus of the projects: Trade negotiations, investment facilitation, public private consultative processes for trade policy formulation.

Responsibilities Under the direct supervision and the general guidance of the Chief, Trade Facilitation and Policy for Business, the incumbent will be responsible for the following duties:

Trade Policy analysis - Leads or participates in the formulation, organization and management of mandated programmes of trade policy analysis and the formulation of possible actions for support by the international community. - Leads or participates in the identification of new or emerging trade policy issues of potential concern to the international community, particularly those of a regional or global nature, and designs and develops programmes to address them. - Supervises a team of staff trade policy officers/experts undertaking this work. - Commissions trade policy studies and analyses that cannot be undertaken internally. - Conceives, plans and manages experts and or experts’ group meetings, seminars and similar consultations that contribute to the finalization of the work unit’s outputs. - Finalizes reports on trade policy. - Prepares speeches for senior staff and makes presentations on trade policy issues for specialist or non-specialist audiences.

Intergovernmental support - Provides direct substantive support on trade policy issues by offering strategic advice, giving technical guidance and assisting in developing a consensus. - Manages the work unit’s contribution to the preparation and management of meetings of development partners. - Represents the organizational unit at international, regional and national meetings on trade policy issues.

Technical cooperation - Develops and maintains relations with senior officials of member governments and ensures a response to requests for advice and/or assistance on trade policy issues . - Negotiates with donor and recipient governments on technical assistance programmes and projects. - Organizes and coordinates cooperation among development partners on trade policy programmes or issues. - Leads or participates in technical cooperation missions.

Programme support - Functions as the head of an organizational unit. - Contributes to the formulation of the medium-term plan, the programme of work and the budget of the unit and participate in the formulation of the organization's overall programme of work and other similar endeavours. - Attends to various administrative matters concerning the larger organizational unit (Section). - Performs other related duties as required.

    Education Advanced university degree (Master’s degree or equivalent) in economics or related field such as law. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of ten years of economic research and analysis, policy formulation, application of economic principles in development programmes or related area is required.

    Experience in managing trade related technical assistance projects/programmes supporting business organizations to effectively advocate with a view to inform trade/investment policy formulation/negotiations as well as /domestic regulatory reforms with business perspectives is desirable.

    Experience in working for a business organization on trade policy issues/governmental affairs is desirable

    Previous experience in the UN common system is desirable

    Languages For the position advertised, fluency in both English and French is required. Knowledge of another official United Nations language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

    Special Notice The conditions of service are governed by the United Nations Staff Rules and Regulations. This is a temporary appointment for an initial 11 months and may be subject to extension.
