Contract
This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.
Pakistan, one of the top ten countries most affected by climate change, faced devastating floods in 2022, which affected 33 million people, caused over 1,700 deaths, and pushed more than 9 million into poverty. The total economic damage is estimated at USD 30 billion.
In response, UNDP partnered with the Government of Pakistan to launch the Flood Recovery Programme (FRP) - an integrated programme which aligns with the government-led Post Disaster Needs Assessment (PDNA) and the Resilient Recovery, Rehabilitation, and Reconstruction Framework (4RF), to provide cross-sectoral support (including for housing reconstruction, education, health, sanitation, environmental protection, women's empowerment, livelihoods, and food security) aimed at both immediate recovery and building long-term climate resilience in Pakistan.
The programme is structured around four key outputs: • Output 1: Restoration of housing and essential community services. • Output 2: Livelihood recovery and enhanced disaster resilience for flood-affected communities. • Output 3: Restoration of governance and service delivery. • Output 4: Environmental clean-up and strengthened disaster risk management and resilience capacities.
In line with Outputs 3 and 4, FRP is providing rehabilitation and recovery support to restore education service delivery for flood-affected populations in Larkana Division, Sindh. This includes the reconstruction, upgrading, rehabilitation and repair of flood affected schools, with a special focus on girls and vulnerable groups. Additionally, the project will provide capacity development support to teachers, students, school administrators and/or community members
Against this background, FRP is looking for an Oversight and Quality Assurance Engineer who will support the program in ensuring day-to-day implementation and quality assurance of its field activities in Larkana and other districts in Sindh. The incumbent will work in close coordination with the FRP engineering and project teams in addition to government officials, local beneficiaries, contractors, experts and other partners to ensure compliance and timely delivery of planned works in line with UNDP, government’s and donor’s quality standards. S/he will demonstrate a client-oriented approach, and ability to work with people of different cultural backgrounds while ensuring high quality, accuracy and consistency of work.
Under the overall guidance of the FRP Programme Manager and direct supervision of the Project Analyst, the Oversight and Quality Assurance Engineer will be responsible for data collection, quality assurance, oversight and coordination of all of FRP’s civil and solar works and related activities in Sindh.
Under the overall guidance of the FRP Programme Manager and day to day supervision by the Project Analyst, the Oversight and Quality Assurance Engineer will work with FRP and UNDP teams in Islamabad and Sindh to ensure timely, high quality and effective implementation of field activities.
• Assist and support the UNDP engineering team in planning and undertaking on and off-site technical inspections, documentation of potential changes / revisions to design plans, and potential variations to drawings and BOQs that are submitted to UNDP for review and approval by construction and consultancy vendors/ service providers. • Supervision and monitoring of the construction/ infrastructure development sites in Larkana, Sindh. • Ensure quality assurance of on-going civil work on these construction sites in accordance with approved designs and specifications. • Set weekly targets, undertake regular on- site monitoring, and report updates/progress and perceived challenges to the Senior Engineer and rest of the engineering team. • Provide constructive feedback to address and mitigate actual and anticipated challenges at the construction sites including taking necessary and timely action in consultation with rest of the UNDP Flood Recovery Programme (FRP) engineering team. • Undertake regular site-visits and provide technical inputs/ recommendations to improve/ accelerate the civil works vendors where needed and appropriate while also maintaining the high levels of quality standards of all civil work. • Develop and share site inspection reports regularly with UNDP Civil Engineer and the rest of the team. The reports will be developed on a pre- agreed template with the UNDP engineering team. • Maintain photos of the construction sites at every stage of the project implementation on a regular basis. • Where needed, provide on-site supervision and conduct site inspection visits to other UNDP FRP infrastructure development sites in Baluchistan, Islamabad and related location as advised by the Project Engineer. • Provides technical input/specifications into feasibility/options studies and civil project proposal reports. • Any other relevant task assigned by the Project Engineer of the UNDP FRP.

As this is a national UNV assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.
