OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. Emergency Operations is responsible for ensuring that emergency-affected populations have access to timely and effective health services. This includes ensuring a strong emergency management system (based on incident management), effective and inclusive coordination mechanisms, joint assessments and planning by partners, implementation of operations and services according to agreed standards, and strong logistics and operational support. The expansion and strengthening of operational partnerships is a key priority. EMO also leads on humanitarian policy and guidance, as well as representation to key interagency bodies. The present position under WHE (which is a single programme across the Organization) may be relocated to another duty station, including at HQ, Regional or Country level, based upon the technical needs of the Programme.

DESCRIPTION OF DUTIES

Within the framework of the delegated authority, the incumbent is assigned all or part of the following duties which are performed according to the needs and agenda:

  1. Oversee the development and strengthening of three specific areas: Operations, Technical & Health Logistics and Supply Chain with a particular focus on enhancing planning and forecasting at country level. . Key responsibilities include but are not limited to:
  2. Undertake a capacity assessment across the region to establish a baseline of OSL capacities, gaps, and key challenges impacting the organization’s ability to prepare and respond to health emergencies through operational and technical health response.
  3. Lead, coordinate and advise on OSL emergency operational activities, tactical and operational plan to strengthen regional emergency response based on the effective deployment of logistics teams during emergency response.
  4. Establish a formal mechanism for strengthening the Country Support Team (CST) approach and integrating OSL within the CST by including standardized services such as logistics capacity assessments, summarizing human resource requirements for health logistics, technical assistance inputs, and standardized situation/logistics reports. Assist countries in the forecasting of needs, development and monitoring of distribution plans.
  5. Design, and implement standardized guidance for the development of a Concept of Operations and a comprehensive menu of the OSL capacities available and methods for accessing these capacities to support operations and technical health logistics.
  6. Design and develop a standardized set of contractual templates for the provision of customs clearance, freight forwarding, and warehousing in coordination with GSC and the Dubai Hub. Serve as a technical advisor for the award of contractual services and a focal point at the Regional level to support these services at the country-level.
  7. Manage capacity building, mentoring and development of a training curriculum for the roll-out of OSL guidance for health logistics and technical assistance in order to facilitate trainings for key country programs to strengthen internal operations.
  8. Provide direct technical logistics expertise focusing on the key health logistics gaps, challenges and the development of a road-map for corrective actions to key countries at risk of experiencing significant supply chain challenges–
  9. Identify health logistics gaps and develop/implement recommendations for staffing to ensure adequate logistics and supply chain expertise within the WHO response.
  10. Coordinate the monitoring and evaluation of the regional implementation of OSL strategies, policies and plans, including tracking of key performance indicators, with particular attention to supply Chain activities, highlighting positive outcomes, drawbacks and gaps, recommending remedial action based on best practices across the region.
  11. Perform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential

Advanced university degree in management, business, international development, public health or related field

Desirable

Specialization or training in emergency response and support.

Experience

Essential

Ten years' experience in the field responding to humanitarian crisis and health emergencies, as well as emergency planning as related to all aspects of operational activities. Strong expertise in the Supply Chain Management, at the national and international levels, combined with the experience in the implementation of emergency operations, logistics support, including procurement. Team management and leadership experience.

Desirable

Experience in WHO, the UN System and/or NGOs in the area of planning support to emergency interventions in the context of public health and/or humanitarian action.

  2. Track record in planning and implementing, monitoring and evaluation as related to health logistics and Supply Chain Management.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2291 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
