The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The OSCE Secretariat's Department of Management and Finance (DMF) is responsible for managing the material and financial resources of the Organization. The objective of DMF is to provide efficient and effective management of non-staff resources in support of OSCE programmatic activities. It provides policy guidance on the management of OSCE financial and material resources and develops and maintains OSCE Financial Regulations and Rules and Financial Administrative Instructions. DMF consists of Budget and Finance Services, Mission Support Section, Information and Communication Technology Section and the Information Security and Co-ordination Unit.

Information and Communications Technology Services (ICTS) Section is responsible for the delivery of Information and Communications Technology (ICT) in support of the core business of the OSCE. This includes the management, operation, implementation, support, and maintenance of ICT projects, systems, and infrastructure and the delivery of ICTS support services to the Secretariat. ICTS provides corporate ICT services, ICT policy guidance, and support to all OSCE Institutions and Field Operations. The Section consists of four units: Infrastructure Operations Unit, Services and Support Unit, Functional Support Unit, and Software Development Unit. It comprises 34 staff members.

Tasks and Responsibilities:

Under the direct supervision of the Chief, Functional Support (C/FSU) and the overall guidance of the Deputy Director for Information and Communication Technology Services (DD/ICTS), as Oracle Platform Specialist, you will be responsible for the architecture, design and development of ICT systems built on and integrated with the OSCE’s Oracle product platform, based around the Oracle E-Business Suite ERP system. The technical environment includes the ERP itself, Oracle cloud products (including Hyperion EPM, HCM Cloud, Taleo, and Oracle Integration Cloud) and other in-house and third-party systems that integrate with the ERP.

You will be a member of the ICTS Functional Support Unit (FSU), which is responsible for the delivery of ERP services to over 2,700 OSCE personnel in 18 field missions and institutions.

You will manage Oracle platform-related projects according to ICTS Prince2-based Project Management best practices and be responsible for the technical and functional design, development and support of Oracle platform solutions and integrations, including Security aspects. In addition, you should maintain and contribute to the continued development of Oracle ERP and cloud systems and infrastructure architecture at OSCE.

As Oracle Platform Specialist, you will have no immediate supervisory responsibility for staff, but are required to have supervisory experience which will allow you to assume supervisory duties when deputizing the C/FSU.

More specifically, you will be tasked with the following:

  1. As a technical lead, guiding and contributing to the architecture, design, development, and support of Oracle platform solutions and integrations;
  2. Planning and co-ordinating the operational support arrangements for Oracle platform integration solutions;
  3. Working closely with clients in the ERP user community to provide user support, gather requirements, and design ICT solutions;
  4. Contributing to the development of Oracle platform security strategy, policies, procedures, and internal control processes consistent with international standards;
  5. Ensuring that IT security risk and business impact assessments are conducted for the Oracle platform; developing risk mitigation strategies; enforcing policy and regulatory compliance; co-ordinating vulnerability reviews and penetration tests and ensuring that all recommendations are logged with right category and priority, and owner assignment;
  6. Directing and monitoring Oracle platform security activities including annual security reviews with the hosting provider (UNICC);
  7. Through active involvement in Project Management, and Change/Release management, representing the Oracle platform security assurance component;
  8. Co-ordinating and liaising with other information and ICT security quality assurance and control providers within the OSCE Secretariat;
  9. Providing technical support and maintenance to Oracle platform solutions; developing, implementing and updating Oracle platform service continuity and capacity plans;
  10. Playing the pivot role in communication and co-ordination of operational support activities with external vendors for remotely hosted Oracle platform components;
  11. Maintaining active communication with OSCE internal technical resources and the vendor third level support and co-ordinating issues resolution;
  12. Maintaining the configuration information for the specific ERP integration solutions and components in the areas of Hyperion EPM, HCM Cloud, Taleo, and Oracle Integration Cloud;
  13. Co-ordinating and performing testing and deploying of updates and patches in accordance with OSCE IT policies;
  14. Contributing to the development of relevant business cases for the acquisition of Oracle platform related equipment and services;
  15. Planning and managing IT projects related to the OSCE Oracle platform; managing dynamic ad-hoc project teams, and in close collaboration with the PCU contractors and consultants during the implementation of larger scale IT projects, including request for proposal (RfP), evaluation, negotiation, and contract execution;
  16. Providing advice and assistance to OSCE Field Operations on the Security, architecture, and design of Oracle platform systems and integrations;
  17. Performing other duties as assigned.

Necessary Qualifications:

  • A first-level university degree in information systems management, computer science, engineering or other related discipline; a second-level degree is an advantage;
  • COBIT Foundation certification would be an advantage;
  • Certified ICT Service Manager ITSM (ITIL) or ITIL Expert would be an advantage;
  • Certified Project Practitioner (Prince2) would be an advantage, Prince2 Foundation is a requirement;
  • Minimum six years of progressively professional experience in managing and implementing complex Oracle ERP and cloud-based systems, services and solutions;
  • Experience in designing, developing and supporting Information Systems based on the Oracle EBS and cloud platform;
  • Experience within International Organizations and IO Field Operations would be an advantage;
  • Knowledge of ICT operations and service management standards, including ICT services design, transition and operation;
  • Working experience with broad range of up-to-date ICT enterprise products, systems and tools used in various ICT service delivery functions, including ICT Management, Content Delivery, Business Productivity and Solutions, and Infrastructure Services;
  • Knowledge and experience with Web and Internet technologies used in communications and collaboration tools;
  • Experience with preparing ICT related Request for Proposals (RfP), bids analysis, and service level agreements management;
  • Excellent project management skills necessary for managing diverse staff groups and multi-annual complex ICT projects;
  • Demonstrable project management leadership and supervisory experience;
  • Knowledge of current and upcoming products related to the Oracle EBS and cloud platform;
  • Excellent written and spoken communication skills in English essential;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Monthly remuneration is around EUR 7,300, with the actual monthly salary depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.

The OSCE is a non-career organization committed to the principle of staff rotation, therefore the maximum period of service in this post is 7 years.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
