OBJECTIVES OF THE PROGRAMME

La mission du Programme de gestion des situations d'urgence sanitaire est de preter assistance aux pays et de coordonner l'action internationale non seulement pour prevenir les flambees epidemiques et les situations d'urgence, mais egalement pour s'y preparer, pour les detecter, pour y riposter rapidement et pour s'en relever.

DESCRIPTION OF DUTIES

Participer activement a la gestion globale des interventions d'urgence de l'OMS en fournissant au responsable du programme(Team Lead) une strategie de soutien logistique afin d'assurer l'integration efficace des operations logistiques dans la strategie globale de l'OMS et du groupe sectoriel de la santeEn conformite avec les regles et reglements de l'OMS, sur la base d'une prevision complete des besoins en approvisionnement et en collaboration avec les partenaires des Nations Unies presents, planifier une fourniture de bout en bout et en temps voulu de fournitures, d'equipements et de consommables de qualite et adequats pour les operations d'urgence sanitaireFaciliter le dedouanement, la reception,le transport, le stockage et la distribution des fournitures aux zones et populations affecteesGererles entrepots et les stocks de l'OMS ; mettre en œuvre des mecanismes de controle des stocks, la mise a jour reguliere du systeme GIMS et generer les rapports reguliers sur la gestion globale de l'entrepot pour aider a la prise de decision du Management Maintenir les stocks necessaires d'equipements d'urgence essentiels, par exemple le materiel de deploiement personnel, les radios, les telephones satellites, le materiel informatique, etcSuperviser les operations de chargement et d'expedition des marchandises, a la demande et controle des documents officiels et approuves (documents de sortie et de transport), mettre a jour et consolider l'inventaire des marchandises et faire un rapport regulier a son superviseur Mettre en œuvre les bonnes pratiques d'entreposage, et particulierement pour les articles sensibles, notamment pour les medicamentsqui necessitent le maintien de la chaine de froid ainsi qu'un environnement convenable et hygienique aux magasins d'entreposages, afin d'eviter toute forme de deterioration liee a la conservation des articles entreposes En etroite collaboration avec le responsable de la securite du Bureau et dans les regions, veiller a ce que les conditions de vie appropriees et sures soient fournies au personnel et aux intervenants deployes par l'OMSFaciliter la mise en place des etablissements de sante soutenus par l'OMS, soutenir le bon fonctionnement des etablissements de sante, les activites medicales mobiles telles que les campagnes de vaccination, le soutien aux laboratoires et d'autres activites sanitaires d'urgenceEntreprendre des evaluations regulieres sur le terrain pour surveiller la gestion de l'approvisionnement, les mouvements de stock et les conditions de stockageAssurer un suivi et faire un rapport regulier a l'equipe d'urgence, en attirant son attention sur les besoins, les lacunes et les problemes, et en proposant des actions correctives. Evaluer l'inventaire et les besoins en matiere de logistique sanitaire, en se concentrant sur les etablissements de sante, les laboratoires, les activites medicales mobiles, le transport des patients, la reponse aux epidemies (IPC, deploiement de produits medicaux,etc.) et les activites WASH necessaires pour soutenir la reponse a l'urgence sanitaire ;Elaborer et organiser la formation necessaire pour le personnel du ministere de la sante et les partenaires de l'OMS afin de renforcer les competences locales et de faciliter la mise en œuvre d'une gestion efficace de la logistique sanitaire pour toutes les activites de sante ;Veiller a ce que les activites requises en matiere d'eau, d'assainissement et de lutte contre les infections soient en place et conformes aux normes pour tous les etablissements de sante soutenus par l'OMS.Le cas echeant, aider les autorites nationales a diriger et a coordonner le plan national de distribution d'articles de premiere necessite aux etablissements de sante.Contribuer a ce que les moyens de transport du personnel et la structure organisationnelle soient adequats en conformite avec les normes de l'OMS y compris la gestion du parc automobile,planification, l'entretien, le suivi et l'etablissement de rapports.Effectuer toute autre tache liee a la demande du superviseur

REQUIRED QUALIFICATIONS

Education

Essential: Etre titulaire d'un diplome universitaire en gestion logistique, en gestion logistique et transport ou dans un domaine connexe Desirable: Un diplome d'etudes superieures en gestion logistique transport dans le domaine sanitaire serait un atout

Experience

Essential: Au moins deux (2) ans d'experience au niveau national dans la gestion d'operations logistiques d'urgence et d'operations d'approvisionnement dans des organisations/institutions internationales, dont une partie dans le domaine du soutien aux operations humanitaires d'urgence. Desirable: Une experience professionnelle pertinente a l'OMS ou dans d'autres institutions du Systeme des Nations Unies,avec des partenaires du groupe de responsabilite sectorielle Santeserait un atout

Skills

Avoir une bonne connaissance dans la gestion d'intrants medicaux et / ou en logistique de programmes de sante. Connaissance averee de la gestion logistique dans un contexte d'urgence, avec une capacite prouvee a identifier et a resoudre des problemes techniques dans des circonstances difficiles. Solides competences en planification, coordination et priorisation Experience avec l'OMS ou d'autres Agences du systeme des nations Unies serait un atout. Experience en gestion de la main-d'œuvre et / ou en gestion de l'hygiene serait un atout.

REMUNERATION

Remuneration comprises an annual base salary starting at XOF 16,379,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
