Background Information - PSC

Peace and Security Cluster

The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. It is led by the Director, who has overall authority and accountability for the performance PSC on behalf of its clients. The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.

Background information – Nigeria programme

Northeast Nigeria is facing a problem of weapons and explosive hazard contamination as a result of protracted conflict. The presence of explosive remnants of war (ERW), improvised explosive devices (IED) and landmines of an improvised nature, poses a serious threat to civilians as well as to United Nations and humanitarian personnel operating in the north-east of the country.

UNMAS deployed to Nigeria in April 2017 to conduct an Explosive Threat Scoping mission to Nigeria which resulted in the recommendation of the establishment of a humanitarian mine action coordination and support capacity in Maiduguri and immediate provision as appropriate, technical response to the explosive contamination impacting the humanitarian crisis in the north east. In addition, the General Officer Commanding (GOC) for Division 7 of the Nigerian Army made a request through the Deputy Humanitarian Coordinator in December 2017, to have UNMAS presence in the north east. The GOC highlighted the negative implications of the explosive threat including Improvised Explosive Devices and Unexploded Ordnance on IDP return, livelihoods and return to normalcy in northeast of Nigeria. In 2018 UNMAS established a permanent presence to implement a mine action programme in Nigeria to:

  • Improve the protection of civilians and facilitate humanitarian assistance;
  • Enhance national capacity to mitigate explosive threats and enable compliance with international treaty obligations;
  • Reduce the explosive threat to United Nations personnel and humanitarian workers.

Functional Responsibilities

Under the supervision of the Programme Manager, duties and responsibilities will be as follows: - Support the integration of Explosive Ordnance Risk Education (EORE) and Non-Technical Survey (NTS) into the development of a national strategy by the APMBC Inter-Ministerial Committee; - Develop Explosive Ordnance Risk Education materials for the integration of EORE into the school curriculum (modules and training guides); - Develop a training package and conduct training of trainers on Explosive Ordnance Risk Education and Non-Technical Survey; - Provide Explosive Ordnance Awareness (EOA) to humanitarian personnel and national authorities; - Develop plans and guidance for the integration of EORE within the wider humanitarian Response; - Provide technical and planning support to the Mine Action implementing Partners with regards to project implementation including training, materials development, monitoring, evaluation and quality assurance activities;

  • Draft National Standards on EORE and NTS;

  • Provide technical advice and support on the issue of EORE and NTS to key stakeholders;

  • Assist with concept notes, project proposals and new initiatives, develop budgets;
  • Liaise with HMA partners and national authorities;
  • Develop plans and provide guidance for the integration of EORE and Conflict Preparedness and Prevention (CPP) within the wider humanitarian response;
  • Conduct the quality assurance, analysis and report writing of KAPB surveys;
  • Conduct Online training on HMA, EOA and EORE;
  • Advise on the monitoring and evaluation of the impact of EORE;
  • Oversee development of EORE materials (flipcharts, activity books, billboards/banners, leaflets);
  • Train national associate or EORE and NTS;
  • Advice on all EORE related matters for the programme and MASWG partners;
  • Any other duties as requested and tasked by the Programme Manager.

Education/Experience/Language requirements

Education:

  • Advanced university degree (Master degree or equivalent) with five years of relevant experience; OR
  • First-level university degree (Bachelor degree or equivalent) with seven years of relevant experience

Work Experience:

  • Relevant experience is defined as experience in curriculum development, training delivery, communication/education material development, or health promotion.
  • Two years of experience in risk education related to explosive hazards, IEDs and small arms and light weapons are required

Languages:

  • Fluency in English (read, write and speak) is required
