Under the overall guidance of the Deputy Representative Operations, the incumbent of the post is responsible for supporting the India country Office in mitigating risks related to governance, programmes (including emergency programmes) and operations processes. S/he will provide adequate and continuous feedback to the Head of Office on the quality, relevance and efficiency of programme and operational implementation in the field and adherence to UNICEF’s zero tolerance for corruption, in addition to and independently from the monitoring carried out by field/state and Delhi offices.

The incumbent of the post to ensure strong identification, management and mitigation of risks associated with ICO and that appropriate safeguarding procedures are in place to achieve ICO objectives and to ensure integrity and strong reputation. Importantly, it also aims to ensuring adherence to UNICEF’s established rules and procedures. The incumbent to the post will provide expert advice on risk management and safeguarding in respect to all aspects of UNICEF corporate work and seeks the active engagement of ICO partners and donors. The incumbent identifies risks and suggests strategies, means and ways to treat risks and threats throughout ICO work, identifies opportunities and threats and supports proactive risk management and better-informed strategic decisions and effective use of allocated resources for risk treatment and management. The incumbent also supports the safeguarding of accountable use of resources and protection of corporate reputation and fostered coherence with other UN agencies.

Major duties and responsibilities:

Summary of key functions/accountabilities:

  • Responsible for office processes to proactively and systematically identify, assess and manage key risks and opportunities to facilitate the achievement of CO objectives and planned results. Responsible for process leading to office undertaking a frequent and dynamic risk control self-assessment (RCSA) and the new Enterprise Governance Risk and compliance (eGRC), reports on the outcomes and propose mitigating activities and implementation status. Regularly monitor the status of actions defined to mitigate significant risks and update the Office Risk Profile. Contributes to preparation and development and roll out of Office Accountability Framework based on UNICEF Accountability Framework
  • Coordinates visits (Virtual/Physical) to state offices to monitor compliance with all operational systems and operation inputs and propose action to improve the processes, SOPs and internal controls.
  • Conduct periodic self-Assessment Exercises aimed to review key aspects of the office’s operations, to strengthen the management of the office and identify significant uncontrolled risks and/or presence of positive management practices that exist in the office.
  • Conduct periodic self-audit of all transactions, information entered in VISION, coding of transactions to ensure the office’s adherence to procedures, that quality information, and correct coding is applied.
  • Develops approach of and conducts special assignments, including fact-findings in the case of irregularities, as directed by the country office management and in compliance with the organizational policies and procedures. Formulates pragmatic recommendations and secures the agreement of management to improve problematic areas. Monitors and assesses adequacy of actions taken to correct reported deficiencies.
  • Provides lessons on programme design, supply, cash, partnership and technical assistance management. Takes part in the identification of operational and programmatic risks and weaknesses and makes recommendations to mitigate them; troubleshoot problem areas and propose solutions to the Representative/ Deputy Representative Operations.
  • Within the framework of the Harmonized Approach of Cash Transfers to Implementing Partners (HACT), contributes in the formulation and implementation of India Country office HACT Assurance plan which provides for a cost-effective assurance systems to ensure funds entrusted to UNICEF by donors are utilized as intended; there is transparent processes and oversight of cash transfers and capacities of national partners is strengthened for the management and accountability of cash transferred. Ensure the development of HACT compliant procedures, manual and guidelines for use by implementing partners. Follow-up with M4R section that programmatic findings, spot-checks findings and audit findings are actioned and closed timely.
  • Facilitates in updating the office’s Standard Operating Procedures, and ensures that staff understand them, and tests a sample of transactions to verify that procedures are being properly implemented.
  • Provides feedback on the end use monitoring of supplies in order to improve the quality and efficiency of the supply process.
  • Contributes to providing training and orientation to newly recruited and other staff and partners on UNICEF’s policies and procedures, Internal Controls and Enterprise Risk Management.
  • Support office-wide Audit Preparations and the consolidation of the documentations required for the audit. This includes full documentation of each self-assessment exercise carried out by the country office. Coordinates follow up on open Audit Observations and sustainability status.
  • Provide guidance and identify practical approaches to risk management, focusing on the achievement of the following results:
    • Development of longer-term risk management strategies;
    • Liaising closely with the UN Communications Strategy Manager and UN Information Group to ensure coherent approach to risk management.
  • Any other tasks given by the Supervisor.

Requirements of the position (QUALIFICATIONS, SKILLS AND COMPETENCIES):-

Education:

  • An advanced university degree (Master's degree or equivalent) in business administration, finance, economics, accounting, risk management is required.
  • Certification as a Certified Internal Auditor (CIA) or Certification as a Certified Public Accountant (CPA), Chartered Accountant (CA), Certified Information Systems Auditor (CISA), or equivalent is desirable and may be accepted in lieu of master’s degree.

Experience:

  • Minimum of 8 years of progressively responsible professional experience in accountability for the performance, Assurance Activities, Internal Controls, HACT frameworks and Planning preferably in a United Nations or development organization.
  • Strong interpersonal skills in being able to develop and maintain effective working relations with a diverse range of stakeholders.
  • Ability to set out and deliver systems and frameworks to support.
  • Ability to design frameworks, polices, practices, and tools associated with risk management and safeguarding.

Language Requirements:

  • Fluency in English is required. Knowledge of another UN language is considered as an asset.
