The ECA Division of Administration oversees delivery of programme and operational support to the Commission and implementation of UN assurance frameworks, reform initiatives, and resolutions. The UNV will work in the Office of the Director of Administration, which oversees sections delivering health care, facilities, supply chain, human resources and budget and finance.

Within the delegated authority and under the supervision of the Director of Administration, the UN Volunteer Operations Specialist will provide Administrative & Operational Support related to:

• Assist in providing and overseeing delivery of and in providing operational and administrative support functions; • Work closely with administrative and operation staff to support day-to-day operations and problem solving, team building, etc.; • Review and analyze issues, trends and financial reports pertaining to operational support dashboards and management performance targets, to support achievement of planned operational results (covering the areas of supply chain management, human resources, budget and finance, health care management, facilities management, and management reform); • Conceptualize and develop process improvements and operations management activities to improve organizational efficiencies (e.g. process maps, trackers, systems integrations, etc.); • Support activity monitoring, providing guidance on implementation and follow-up and monitors of bottlenecks; • Work with team leads to discuss observations and prepares and sends correspondence to support providers noting discrepancies and advising on corrective actions; • Actively participate in planning sessions, and in developing and reviewing planning documents covering mid and long-term planning for organizational structure, operations, and implementation; • Act as a liaison within the Division of Administration, other ECA divisions and UN agencies, including in providing weekly updates, quality assurance, and internal policies and processes; • Organize regular meetings to discuss work, challenges areas of improvement, best practices and methods to improve support; • Assists in monitoring implementation of operations and activities, along with the status of funds and expenditures according to approved workplans and assists in preparing related reporting, including briefing materials, updates and inputs for various meetings. • Support in reviewing and approving transactions, along with monitoring status of delivery for key goods and services; • Create a repository of actions requested by the Director of Administration and of discussion points taken in meetings and follows-up on daily/weekly basis with action holders to ensure implementation in a timely manner; • Support ad-hoc administrative and operations activities including: Drafting correspondence; organizing and coordinating documents; and preparing quarterly and annual reports, etc; • Any other related tasks as may be required or assigned by the supervisor.

The climate is sunny and temperate but can be cold at night with freezing temperature at times. It is therefore advisable to bring warm clothing and foresee using heaters and/or log fires when necessary. Addis Ababa is the headquarters for the UN Economic Commission for Africa (ECA) as well as the African Union. Thus, there is a very large community of expatriates from all over the world. There are some 80 embassies and diplomatic missions in the city. Housing is typically readily available. Most foodstuffs, beverages, household goods, furniture and clothing are mostly imported from the Middle/Far East, South Africa and Europe. Local brands can also be found. Meat, fish, fresh fruits and vegetables are readily available.

Infrastructure ― roads, utilities, and telecommunications ― is below standard, as are medical facilities, which are still largely inadequate, although a few private clinics and hospitals provide reasonably good routine care. ECA operates a health care clinic to supplement local availability. There are many tourist attractions in the country, although the amenities are often poor to average. The city has an abundance of restaurants around serving local and international cuisine and there are social and cultural events throughout the year organized by the international and local communities. Sports facilities (fitness, tennis, swimming, riding, mini golf, etc.) exist in the major hotels or in different establishments around the city.
