You have:
- University degree in business/public administration, finance, economics, commerce, marketing or a related field
- A minimum of 5 years of relevant experience in procurement OR related activities
- Working knowledge (proficient - level C) of English
- National of Mongolia
Organizational Setting
The Food and Agriculture Organization of the United Nations is mandated to build a world where everyone has access to safe, nutritious food.
FAO office in Mongolia has a diverse portfolio of projects and activities to support the Government Counterparts in Mongolia in addressing challenges related to sustainable transformation of food systems and management of natural resources and the achievement of Sustainable Development Goals in Mongolia.
Reporting Lines
Under the overall supervision of the FAO Representative (FAOR) in Mongolia and direct supervision of the AFAOR, the Operations specialist is responsible for the day-to-day operations of the field projects and will provide assistance in ensuring effective and efficient project planning, implementation progress, monitoring, and outcome evaluation.
Technical Focus
Timely, efficient and effective procurement of goods and services in compliance with the relevant FAO Rules and Regulation.

The Operation Specialist will be responsible for the following tasks:
• Acts as a focal point for all matters related to the daily operation of the field projects assigned. The specific key task is to handle procurement activities in accordance with FAO's rules procedures; • Assists to arrange project task force meetings and provide secretariat support; • Implements operational activities following the work plans and project cycle; ensuring timely provision of inputs for personnel, technical support services, contracts, training, equipment/supplies and other needs related to project operations; • Supports the preparation of the project work plan; monitors project progress and identifies corrective measures to overcome operational constraints; • Assists with the management of the project budget and processes revisions as requested; • Coordinates the timely preparation and submission of project progress and terminal report, and other reports including financial reports as required by the project agreement, as well as assisting in the preparation of analytical reports; • Ensures the quality of data/documentation in the field programme management information system (FPMIS); • Undertakes procurements of the project as per the work plan and procurement plan in accordance with FAO procurement rules and procedures thus to ensure timely delivery of the goods and services for the project needs; • Supports in the preparation of and be responsible for the monitoring of the Letters of Agreement (LoA) including the budget and supporting documents and ensures the quality of LoAs in line with FAO procedures and regulations; • Coordinates actions related to timely field project completion/closure, including identification of project follow-up requirement; • Undertakes other assignments as required to ensure the success of the projects.
