This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

Under the direct supervision of Head of Operations, the UN Volunteer will undertake the following tasks: • Responsible for budget monitoring – the incumbent shall among other things prepare monthly budget monitoring reports to be shared with management on the status of the whole programme. The report will focus on high level information on budget, expendi-ture and balance and a column on any remarks for the attention of both management and team leaders. • Responsible for the management and monitoring of staff costs – this task will focus on identifying “who is charged where and what are the implications on the budget”. The incumbent will also facilitate review of the Staffing tool in order to make it more rele-vant. • Liaise closely with sector Operations Assistants on ensuring that mapping is done timely and correctly, closely monitors budget expenditures and resources; reviews project transaction listings with a view to identifying errors in accounting against budg-et lines • Review and monitor project budget and prepare requests and revisions as required for all programmes and projects – in collaboration with the Unit Head, Sector Leads, FLOs and other relevant officers. • Take lead on preparing and submitting, “Call for funds” and preparation and submis-sion of financial reports. • Ensure timely preparation and submission of all project reports (interim and terminal reports) as stipulated in the donor funding agreements. The officer shall review and ensure that reports are consistent with project objectives and that funds are spent as per approved budget • Coordinates action concerning the completion of field projects and arranges for timely and adequate reporting, including identification of project follow-up requirements; • Ensure timely process of project opening, monitoring, reporting and closures in line with corporate rules and regulation. Importantly, the incumbent shall ensure that pro-jects are opened and closed timely and that projects that are flagged for urgent atten-tion by the management are minimized • Ensures the completeness and quality of data and documentation in the FAO corpo-rate systems (e.g. GRMS, FPMIS) for all assigned operational field projects/activities • Prepares analytical reports on project performances, as required by monitoring pro-gramme delivery, paying attention to under- and over-expenditures and donor compli-ance, monitoring Field Budget Authorizations • Perform other duties as required. Results/Expected Outputs • Monthly budget updates provided to sector heads, project managers and senior manage-ment • The Budget Management System (BMS) is continuously up to date • The staffing tool is updated once a month • Potential budget concerns are raised with the management in sufficient time to take action (ideally 2 months prior to the concerns becoming realized) • All project financial reports are submitted to HQ for certification in time for final sub-mission to donors. • All external budget revisions are processed prior to over spending on major budget lines • All calls for funds are submitted with at least USD 100,000 remaining in the project account (depending on the project financial burn rate this could be more)

Communication

a similar position; more specifically experience in programme design and project cycle management; Good communication, analytical, presentation and reporting skills and an excellent team-player; Competency in the use of Computer Applications MS Word, MS Excel, MS PowerPoint; Proven experience with UN regulations and procedures will be an added advantage.

More than 26% of Kenya’s people live below the international poverty line of $1 per day. Kenya’s main food crops are “maize, wheat, pulses, roots and tubers.” (FAO).

Nairobi is a modern metropolitan city where most basic goods and services, health facilities, public transport, telecommunication and banking services and educational facilities are readily available. The city is widely connected through its main airport, Jomo Kenyatta International Airport and the smaller Wilson Airport. Air transport is also available to many up-country destinations. The city is home to some 3,000 UN personnel mainly attributed to the fact that it serves as the headquarters for both the UN HABITAT and UNEP. The socio-economic and cultural background of the immediate society the UNV would be living and working in is diverse and prevailing security conditions at the place of assignment is modest. The topographic and climatic features of the assignment location is highland cool and warm tropical climate.
