Purpose of the position:

World Vision Burundi is seeking an operations Manager for the anticipated 4-year EU-funded project. The Operations Manager is responsible for overseeing the implementation, administrative, financial and quality assurance requirements of the project. Under the supervision of the Chief of Party, s/he will manage the overall planning, steer the financial and procurement process, and ensure the day-to-day operations of the project. In the absence of the CoP, the Operations Manager shall assume full responsibility for the project.

The operations Manager has responsibility for overall project operations. S/he should be familiar with the technical components of the project and the required support services as detailed in the grant agreement. The Operations Manager also ensures that grants operations are in full compliance with EU regulations and aligned to World Vision operations.

The Operations Manager needs to have clear understanding on delivering locally-driven and community-centered approaches, strong experience in participatory leadership as well as managing projects in adherence to project objectives, performance requirements and EU regulations. Upon CoP request, the Operations Manager would represent the grant to the EU and other stakeholders to provide high-level support and sustainability of project interventions.

MAJOR RESPONSIBILITIES:

• Ensure that the project systems and staff are working to achieve the project goals and objectives and that the project is maintaining World Vision and donor accountability standards. Direct and oversee grant implementation, ensuring that all strategic objectives are met through proper design, staffing, implementation and quality assurance
• Manage grant budget within approved spending levels and based on agreed project interventions.
• Develop and update workforce planning in collaboration with the CoP.
• Ensure that day-to-day administrative support for the project is in place.
• Supervise staff that report directly to this position. Conduct regular coaching and implement the Partnering for Performance for staff under his/her supervision.
• Ensure high standards of stewardship and accountability for all resources. Work with the Finance Manager/Officers, Administration Officer and other departments to build a strong internal control environment, ensuring compliance with WV financial policies and procedures and promoting a culture of transparency and accountability. Review and approve expenditures and contract according to assigned levels of authority.
• Ensure accurate quality narrative and financial reports are submitted in a timely manner and according to donor requirements. Establish and maintain effective project reporting, evaluation, and communication systems.
• Coordinate with program, finance and administration staff to ensure operational systems are in place to support field activities. Track program progress, programs’ expenditure against approved budgets, anticipate any deviations and recommend and take action on relevant and required adjustments.
• Supervise a team of national staff with skills across a diverse set of technical areas.
• Organize and direct the work of grant staff and short-term advisors, set individual performance objectives cascaded from project objectives to all staff hired in the project.
• Ensuring appropriate structures, internal and external standards, staffing, resources and policies as well as all grant requirements are adhered to.
• Develop the capacity for the participating local partners, and local authorities to plan, monitor and coordinate service delivery.
• Demonstrates World Vision’s core values, vision, mission and Transformational Development/Program integrated ministry model by all staff in the assigned Area. Provide spiritual leadership to the grants team. Attend and participate in weekly chapel services and daily devotional meetings.
• Build a team of highly committed and competent staff, ensuring cooperation and coordination among relevant staff within the Program. Mentor, coach and provide opportunities for the professional growth of Project Officers and all other staff that directly report to this position.
• Regularly review the progresses of implementation and escalate grant management issues early and openly; resolve grant management issues quickly and fully.
• Any additional responsibilities as assigned by the supervisor.

QUALIFICATIONS: EDUCATION/KNOWLEDGE/TECHNICAL SKILLS AND EXPERIENCE

• Master's degree Agriculture, Nutrition, Food Security, Livelihood, Project management or other relevant majors
• At least 7 years of relevant, progressively responsible experience with a proven track record of implementing and/or managing projects or programs focusing on the relevant areas. Able to demonstrate that s/he has the requisite experience to manage a robust financial and procurement management system
• At least 5 years’ experience implementing and managing large international grants
• Familiarity with EuropeAid requirements, their history and their development
• Demonstrated ability to work effectively with many types of stakeholders, including the EU, officials from various levels of government, civil society and others, Strong interpersonal skills
• Strong experience in financial management, preferably with EU or USAID programs similar in scope or size
• Proven knowledge and experience in quality assurance of projects – reporting, monitoring, evaluation, etc.
• Experience in managing inter-agency consortiums is preferred
• Fluency in French, intermediate in English both written and oral
• Experience in managing large teams

WORKING ENVIRONMENT / CONDITIONS:

• Work environment: National office-based with frequent travel from the project areas in Kayanza and Ngozi.
• Travel: 10% Domestic travel is required.
• On call: 10%
