P****urpose of the Post:

The purpose of this position is to manage and lead the administrative services of the Country office to ensure overall management and efficiency of budget and finance, human resources and overall administration of the department/office, while providing strategic advice and guidance to Senior Managers on a broad range of finance, human resources, work planning and overall administration of Office.

Objectives of the Programme and of the immediate Strategic Objectives:

The role of the Division of Business Operations (BOS) ensures the productivity and transparency of the technical programmes and the implementation of the EPW. BOS oversees budgetary and financial accountability with a risk-based approach to support the management of entrusted resources with close attention to value-for-money principles. BOS implements projects to improve EURO’s productivity and ensure financial sustainability of the region’s structures; develop a client-oriented culture among the enabling services; strengthen Country Office capacities; and drive strategic initiatives to enhance staff motivation and productivity. BOS strives to strengthen the capacity of the Regional Office to react in an agile way to external and internal changes.

The WHO country office works with the National Authorities to achieve the highest standard of health as a fundamental human right, based on equity and on SDGs principle of leaving no one behind. WHO actions are engrained in the WHO 13th General Programme of Work with its 3 prong objectives of promoting healthier populations, keeping the world safe through addressing health emergencies, and protecting the vulnerable through Universal Health Coverage. WHO's mandate revolves around six core functions: (i) providing Global Health leadership; (ii) shaping the health research agenda; (iii) setting norms and standards; (iv) articulating evidence-based policy options; (v) providing technical support to countries; and (vi) monitoring and assessing health trends. The WHO Country Office is an integral part of the WHO Regional Office for Europe. Its main role is to facilitate and coordinate all WHO activities at country level and to implement the European Programme of Work 2020–2025 –“United Action for Better Health in Europe” which sets out a vision of how the WHO Regional Office for Europe can better support countries in meeting citizens’ expectations about health. WHO at country level delivers this through practical, actionable and country focused solutions to health challenges, keeping in perspective that achieving health and well-being is a whole-of-society endeavour; This is done through facilitating the implementation of the Biennial Collaborative Agreement with the country and its corresponding workplan. The WHO Country Office maintains good working relations and ensures information exchange between the country and WHO, policy and strategic guidance on Health issues to all national and international partners in the country, provision of direct technical expertise when needed and aims at more community engagement and participation, and to promote health equity.

Summary of Assigned Duties

The purpose of this position is to manage and lead the administrative services of the Country office to ensure overall management and efficiency of budget and finance, human resources and overall administration of the department/office, while providing strategic advice and guidance to Senior Managers on a broad range of finance, human resources, work planning and overall administration of Office.

Key duties

  • Under the general supervision of the Director of Business Operations and the direct supervision of the WHO Representative in Ukraine, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:
  • Serve as a key advisor to the WR providing authoritative advice and guidance in the planning, coordinating and delivering of administrative services including the full range financial, administrative, work planning, human resources, logistics and procurement related issues.
  • Lead the Business Operations Service (BOS) in the Country Office and be active part of the senior management team to ensure open collaboration with sections, units and pillars.
  • Ensure effective administration through provision of oversight, guidance and expert advice on all aspects of operations and administration (finance, budget, procurement, human resources, ICT, assets and inventories, travel and meetings, logistics, work planning and programme management).
  • Oversees the development of new internal procedures on financial management and providing direction to administrative staff on building strategies to develop best practices of financial resources within the Office.
  • Ensures strategic and efficient management of financial resources, establishment of strong financial controls and implementation of financial policies, rules and regulations.
  • Manages and coordinates the implementation of operational work plan activities ensuring objectives and priorities are met and on track.
  • Lead operational support to emergency preparedness and emergencies including implementation of Surge Capacity.
  • Organizes the operations at the office, including field offices/hubs, and oversees the effective work of the administrative support in the office to ensure effective and consistent administrative support including supervision and oversight of the operational team staff including but not limited to secretaries, ICT, finance and HR staff.
  • Oversees the administration of Human Resources activities. Coordinates and ensures staff health and wellbeing services.
  • Coordinates the provision of ICT support and ensures ICT and communication equipment needs are met.
  • Oversees procurement of goods and services, travel, fixed assets, needs in the office and builds a network of external service providers and vendors to ensure operations in the region/country office.
  • Supports the Security Officer in the implementation of Security Risk Management (SRM) measures and the disseminate of security and travel advisory information. Acts as backup in the absence of the security officer.
  • Manages and coordinates the risk register of the office ensuring risk mitigation measures are being implemented and on track.
  • Oversee country office compliance with rules and regulations in procurement and contract management strategies.
  • Oversee internal and external audits; ensure implementation of audit recommendations; establish relevant internal controls.
  • Represents WHO and participates in the UN Operations Management Team meetings and shares relevant information with colleagues and ensures implementation of decisions taken.
  • Oversees the liaises with Government departments and other diplomatic missions to ensure timely approval of visa’s and accreditations.
  • Perform all other related duties as assigned.

Educational Qualifications:

Essential: University degree (Masters level or above) in Business Administration, Management, Human Resources, Financial Management or related field

Desirable: Additional degree, relevant to the position. Professional certification in Accounting (CA, CPA, etc.)

Experience:

Essential: At least 10 years work experience in administration managing teams, implementing budget and finance, work planning, and human resources management, including providing advice to senior management. At least five years of experience working in an international organization. At least two years of experience working in disaster risk reduction and/or response.

Desirable: Experience using Enterprise Resource Planning Oracle systems or similar packages.

Use of Language Skills:

Essential: expert knowledge of English

Desirable: working/intermediate knowledge of either French, Russian or German.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 153,522.37 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2,848 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, Danger pay, Hardship Allowance, home leave, and an education grant for dependent children.
