The Operations Manager position in Serbia country office has been vacant since October 2022. The new incumbent will enter on duty at the beginning of February 2023. Because the new staff member comes from outside of the UNICEF/UN system, an intensive training is needed during his onboarding period to enable obtaining basic knowledge about the strategic role of the Operations function within the country office, as well as the most common policies, procedures and practices within the section.

To allow for this training to be effective, a consultant with previous experience as Operations Manager in UNICEF will be engaged in the capacity of Operations Management Consultant, to guide and mentor the new Operations Manager throughout the onboarding process.

Usual support will be provided from the team members/Associates related to Admin, Procurement, Finance, ICT and HR.

How can you make a difference?

Under the general guidance of the Head of Office, the consultant will be responsible for training the new Operations Manager about the role, relevant strategic documents, relevant tools and platforms, different functions within Operations: Administration, Supply, ICT, Finance, HR, as well as relevant policies and procedures.

The assignment will cover:

  • Strategic Operations – introduction to the role of Operations as a trusted, influential partner to programme implementation;
  • overall orientation of the Ops Manager’s role in UNICEF CO: UNICEF organisational structure, strategic positioning, management of the operations section, integrative interaction with the Representative and DR, advisory function to the HoO on operations issues, inter-agency cooperation, governance and systems (including office committees), oversight structures, management reports;
  • the five pillars which represent the core focus of all operations functions: Valuing People, Valuing Money, Valuing Risk Management, Valuing Systems and Structures, Valuing Partners;
  • overview of the services in the functional areas of operations support: budget, financial management and reporting, facilities management, administration, supply and logistics management, information and communications technology, human resources, and safety and security (including reporting on security issues);
  • introduction to the key documents, such as CPD, CPMP, AMP, Results Based Management;
  • introduction to relevant platforms: Sharepoint, VISION, Fiori, Service Gateway, inSight, TMS, UN Partner Portal, Emergency Preparedness Platform, BOS, eGRC;
  • overview of the annual calendar of activities that Operations are responsible for;
  • introduction to the most relevant policies and procedures, and SOPs.

Duration of the assignment: one month (full-time, office-based), with a possibility for extension to an additional month

To qualify as an advocate for every child you will have…

  • University degree in Accounting, Management, Audit, Business Administration, Financial Management or Economics.
  • A minimum of five years of relevant experience at the national and/or international level on the position of Operations Manager in UNICEF/UN.
  • Prior and recent experience in a supervisory/managerial capacity is required.
  • Fluency in English; knowledge of Serbian is an asset.

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
