The Office for Public Information and Communication provides objective, accurate and timely information about the IAEA and nuclear developments that fosters public understanding of the IAEA's global roles. It also provides advice to the Director General on relations with the media and organizes press briefings. The Office coordinates the communication activities for the rest of the house and assists in the media aspects of major IAEA events and conferences.

Main Purpose

  • Under the guidance of the Director (DIR)-OPIC, the Operations Consultant provides advice, liaison and support to overall standardization exercises of communication approaches, developing policies, guidelines and standard operating procedures (SOPs), from drafting to monitoring and analyzing compliance and efficiency.
  • The Consultant actively liaises with internal and external partners to contribute to the development and implementation of multifaced partners and donors' communication and outreach policies and mechanisms for resource mobilization and partnership.
  • The Consultant assists with the review and clearance of various approval requests and correspondence to support DIR-OPIC role in the IAEA's partnership and resource mobilization outreach efforts and donor visibility procedures.

Functions / Key Results Expected

  • Coordinate development, update and publication guidelines/policies related to visibility and visual identity issues, including the IAEA visual identity guidelines, integrating outreach material and co-branding policies, the IAEA sub-brand logo policy and guideline, IAEA Collaborating Centres visibility policy, partnership/sponsorship outreach campaign guidelines, and donors/partners visibility and recognition mechanism, integrating IAEA logo guidelines.
  • Harmonize business operations for efficient common approaches, developing comprehensive SOPs for communication operations, including events (World Cancer Day, Scientific Forum, Long Night of Research), visual identity, videos, animations, social media, eBanner, press release, articles, Podcast, and the IAEA Bulletin.
  • Monitor, coordinate and provide input on overall visibility aspects, especially for donor and partnership recognition mechanisms, including logos, promotional materials, webpages, social media posts, press release and web article to ensure compliance and consistency with the IAEA communication policies and standards.
  • Support DIR-OPIC's approval process and procedures for third party use of the IAEA logo, including updating relevant sections of the Administrative Manual and other internal
  • resources in close coordination with relevant Department colleagues and featuring the information in the internal communication platform (Insite).
  • Leverage knowledge management practices, including results-based management and logical framework approach, documenting key management decisions and compiling and disseminating lessons learned and best practices from broader OPIC work to inform DIR-OPIC decision making on policies and procedures.
  • Serve as OPIC's liaison in IAEA's partnership and resource mobilization efforts and procedures, including for Practical Agreements (PAs), Memorandum of Understanding (MOU) and Partnership Agreements, in close coordination with DGO and OLA, refining/revising the procedural policy and guidelines if necessary.
  • Work collaboratively with Departments' Communication Advisors and MTCD and provide technical inputs, harmonizing joint operation efforts and providing guidance and updates.
  • Exercise a high-degree of operational competence in liaising communication related policies, procedures and standards across the Departments and relevant third parties to facilitate a one-house approach to communications and ensure unified IAEA branding.

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 160, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
