How can you make a difference?

The UNICEF China Operations Section provides IT, finance, supply, administration and human resources services in support of the programme in China. We are seeking for a diligent and committed Operations Associate responsible for effective support for the Operations Section.

You can make a difference by delivering the following main responsibilities of this position:

Administrative and Operation support

  • Provide support to the Deputy Representative (Operations) in day-to-day work.
  • Provide routine information pertaining to the work of the section/office.
  • Follow up on established deadlines and ensuring timely submissions by staff of reports, correspondence and other documents.
  • Summarize the Operations Section inputs into final mid-year and annual review presentations.
  • Provide and compiling summarized data and charts for the Operations bi and annual transactional statistics
  • Prepare and maintain agendas on meetings and events related to the work group commitments.
  • Establish and maintain Operations filing and reference systems, both traditional and digital; and ensure the inter/intra-net websites are up to date and accurate.
  • Collaborate with Administrative Officer on administration related work such visa application, IP staff personnel effect shipment.
  • Support capacity development activities and conferences by making the logistical arrangements, through engaging with facilitators, caterers and hosts.

Travel

Provide travel assistance to staff members for travel and quarantine arrangements and entitlements based on the organization’s rules and policies. Liaises with relevant travel focal points to ensure that the organization obtains the best service and price for all travel.

  • Liaise with foreign affairs office of local government on travel and quarantine related issues.
  • Brief/de-brief staff members on issues relating to related administrative matters such as visas, security clearance, and documentation procedures.
  • Extract, input, maintain, and verify correctness of travel records in the organization’s travel system to ensure accurate transactions related to travel costs and staff travel.
  • Assist in the preparation of budgets on travel costs and maintain travel plan and budgetary control records.
  • Monitor travel certification and report back to the team.
  • Manage office drivers and tracks overtime through coordinating the needs from sections.
  • Consolidate and report monthly travel plan of Operations section to monitor staff absence.

    Procurement

  • Facilitate the processing of contracts of Operations section for consultants and external partners that provide a service to the section. This includes preparing and filing documents, completing necessary forms and templates, uploading TOR’s in VISION, and making necessary logistical arrangements.

  • Submit cases and communicate with GSSC on vendor information updates.

Supplies/Equipment

  • Support management of administrative supplies, office equipment, and updating inventory of items.
  • Maintain asset register.
  • Perform inventory count on annual basis.
  • Monitor and supervise adequate and appropriate use of supplies. Arrange for the purchase and timely distribution of office supplies

To qualify as an advocate for every child you will have…

Education:

Completion of secondary education is required, preferably supplemented by technical or university courses related to the field of work.

Experience:

  • At least six years of relevant responsible administrative work experience.
  • Understanding of development and humanitarian work is an advantage.

Skills and knowledge:

  • Training and experience using MS Word, Excel, PowerPoint and other UNICEF software such as SharePoint; knowledge of integrated management information systems required.
  • Knowledge of administrative policies and procedures in international organizations are desirable, but not mandatory.
  • Organizational, planning and prioritizing skills and abilities.
  • Ability to deal patiently and tactfully with visitors.
  • High sense of confidentiality, initiative and good judgment.
  • Ability to work effectively with people of different national and cultural background.
  • Fluency in English and Chinese is required. Knowledge of another UN language or local language of the duty station is considered as an asset.

Ability to work in a team environment to achieve common goals and to provide guidance to more junior support staff.
