This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Eligibility criteria

Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.

Description of task

Within the delegated authority and under the supervision of the Operations Officer or his/her designated mandated representative(s), the UNV Operations Associate will be responsible for providing a variety of specialized tasks in finance and Human Resources administration functions, ensuring accurate and timely delivery that is in compliance with UNICEF rules and regulations, whilst demonstrating the capacity to adapt and evaluate irregular cases, and also to recommend improvements to process delivery and design.

To achieve the office objectives, the UNV Operations Associate will also liaise closely with the Partnerships & Communication Team as well as the Programme Team. The Operations Associate will report to the Operations Officer.

Key Tasks:

  1. Finance function:
  • Advise and assist on all aspects related to preparation of reports, compilation of data and answering queries on pledges recorded, funds received, adjustments made to ensure financial compliance, accuracy and completeness of data for its inclusion into statement of accounts and adjustment of budgets. Advise units of discrepancies and assist to resolve differences in their records.
  • Maintains financial records and monitoring systems to record and reconcile expenditures, balances, payments, statements and other data for day-to-day transactions and reports.
  • Selects and enters data from a wide variety of documents, verifying and ensuring accuracy by checking sources, making necessary calculations and assuring inclusion of all relevant data.
  • Prepares recurring reports as schedules and special reports, as required for budget preparation, audits or other reasons.
  • Assist with closing year-end account and preparation of year-end reports related to accounts receivable, accounts payable, prepayment, deposits, etc.
  • Advises and assists international staff, experts and consultants on all aspects of allowances, salary advances, travel claims and other financial matters, and calculates and authorizes payments due for claims and services.
  • Initiates correspondence to verify data, answers queries and obtains additional information on accounts and financial transactions, as required.
  • Assist with preparation of detailed cost estimates, and participates in budget analysis and projects, as required.
  • Performs other duties, as required.
  1. Human Resources function:
  • Support to business partnering

    • Support the business partners in developing initiatives to encourage employee well-being and employee recognition schemes
    • Support the management of change processes by advising clientele on changes to HR processes under the guidance of HR Business Partner
    • Support the business partners in assisting clientele in using HR systems such as talent management, agora and achieve.
  • Support in processing of entitlement and benefits

    • In consultation with supervisor, analyse and verify information for the purpose of responding to staff queries on areas related to benefits and entitlements
    • Initiates the processing of a wide range of personnel actions in accordance with UNICEF rules and regulations, by ensuring all relevant forms and actions are completed by staff and forwarded to the GSSC.
    • Maintains and prepares all personnel-related records and files, ensuring all information on each staff member is up-to-date and accurate.
  • Support in recruitment and placement

    • Prepares and circulates internal and external advertisements.
    • Liaises with candidates in the various stages of the recruitment process.
    • Initiates and follows up on reference checks and academic verifications and ensuring the completion of other background checks.
    • Monitors lifecycle of recruitment process to update supervisor as necessary.
  • Support in learning & capacity development

    • In consultation with supervisor, researches and analyses data and information to help identify training needs within his/her office for the development of learning plans and other targeted training interventions.

In consultation with supervisor, researches, analyses, verifies, and compiles information on external training courses available and educational institutions to help

  • supervisor decide on learning programmes that address learning gaps in his/her country office.
  • Assists team in organizing and conducting courses, workshops and events by participating in exercises which aim to build capacity of stakeholders.
  • Tracks the performance management cycle processes and ensuring the timely completion and return of appraisals.
  1. Overall Support
  • Draft correspondence (in English and Arabic), rough notes, or verbal instructions for the supervisor's approval;
  • Ensure close coordination with the Operations, Programme and Communications Teams to ensure online log-book of correspondence is maintained;
  • Provide timely minutes of meetings to ensure effective actions can be taken;
  • Provide backup for Procurement & Admin Associate when on leave;
  1. Any other related tasks as may be required or assigned by the supervisor.

Qualifications/Requirements

Required degree level:

Bachelor degree or equivalent

Education - Additional Comments:

  • Bachelor degree or higher university education in a field related to the Finance, HR or Operations

Required experience:

24 Months

Experience remark:

  • At least 2 year of relevant professional work experience;
  • Reasonable knowledge of Government of Oman laws, policies and programmes addressing children’s rights;
  • Knowledge of UNICEF’s mandate is considered an asset;
  • Excellent, organizational, communication and writing skills;
  • Ability to work in a multicultural environment is essential;
  • Sound knowledge of Omani culture, traditions and communication protocols;

Language skills:

  • English(Mandatory), Level - Fluent
  • Arabic(Mandatory), Level - Fluent

Area of expertise:

Other finance, economics and administration related experience
