You have:
- Relevant university degree with a minimum of 2-3 years of successful experience in project implementation with a reputed organization or NGO.
- Bachelor's degree or equivalent in Commerce, Political Science or any other related studies.
- Very good knowledge of Microsoft office, particularly Word, Excel, Outlook, Power Point.
- Good working knowledge of English and Arabic (reading and writing).
- Proven knowledge and skills in project planning, implementation, monitoring and evaluation.
- Strong organisational and time management skills.
- Good knowledge of child safeguarding will be an added advantage.
TITLE: Operations Assistant (Pending Donor’s Approval) TEAM/PROGRAMME: Program Operation Egypt Country Office LOCATION: Elminya GRADE: (5) Contract Type: Fixed Term CHILD SAFEGUARDING: (select only one)
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The Project Assistant is responsible for project operations of project funded by Expertise France and will be based in Elminya. The project duration is two years targeting 3 locations, Aswan, Elminya and Kafr Elsheikh. The PM will manage the component related to the project in Elminya governorate only.
Save the Children aims to strengthen Egypt’s primary health care system in line with the Universal Health Insurance rollout, ensuring equitable access for vulnerable groups including refugees, migrants, women, and persons with disabilities. The project focuses on improving service quality and inclusivity through health system strengthening, community engagement, and innovative delivery models. The project will be implemented over a 24-month period in Aswan, Kafr El Sheikh and in Minya governorates. All proposed activities will be implemented in all three governorates, except for those under Output 1.2, which will mainly target refugees and migrants residing in Aswan. Key priorities include training community health workers with standardized, nationally endorsed guidelines to ensure consistent, high-quality care, and expanding inclusive health awareness and primary care services provision to build trust and improve access for underserved populations. In addition, Save the Children will establish community health committees and lead community campaigns to foster participation, accountability, and health-seeking behaviours. SC will also pilot a model to include refugees and migrants within the national UHIS in Egypt.
SCOPE OF ROLE:
Reports to: Health Officer
FIELD TRAVEL: The post holder would be required to travel at minimum 70% to the field sites located in Elminya
KEY AREAS OF ACCOUNTABILITY:
Project Implementation
· Ensure that activities are implemented in accordance to the Plan of Action (POA) and in timely manner and in line to project budget;
· Supporting project team with administrative and logistical services;
· Issuing payments to field teams and supervising the settlement of open advances;
· Keeping track of project expenses sheet and project financial documents;
· Monitoring cash flow;
· Assist the project manager in developing and monitoring the project financial offline trackers.
· Assist team in budget forecasting;
· Carry over all the procurement requests;
· Supporting the project team in organizing trainings, workshops and other events in the field; as deemed necessary;
· Support in coordinating meetings with stakeholder;
· Organize and maintain project files; maintain electronic and paper records;
· Maintain project stationeries supplies inventory;
· Acting as focal point with the following support units Finance, Admin and Supply Chain;
· Oversee the procurement process starting issuing and monitoring all the procurement requests ensuring the compliance and filing of required documents in accordance with the donor and SCI policies in collaboration with the procurement department. Follow up on vendor payments and purchase orders;
· Conduct any other tasks requested by Project Manager.
Reporting and documentation:
· Maintaining proper inventory records of project material and publication;
· Report weekly to line manager on tasks updates.
In case of Emergency:
· Promote children's rights, contributing to their well-being and protection in times of emergencies, guided by humanitarian principles and code of conduct.
· During emergencies, he/she should act in a way that facilitates SCI’s response to emergencies, giving priority to all assigned.
· Be prepared to support SCI interventions in response to emergencies and show needed flexibility
General:

QUALIFICATIONS
Bachelor’s degree or equivalent in; Commerce, Political Science or any other related studies.
EXPERIENCE AND SKILLS
· Relevant university degree with a minimum of 2-3 years of successful experience in project implementation with a reputed organization or NGO.
· Proven knowledge and skills in project planning, implementation, monitoring and evaluation.
· Good knowledge and familiarity of reporting mechanisms and styles.

· Experience in financial accounting and administration (preferably in similar setting).
· Very good knowledge of Microsoft office, particularly Word, Excel, Outlook, Power Point
· Good working knowledge of English and Arabic (reading and writing)
