Result of Service The consultant will provide administrative, logistical, and technical experience in order to support the National Project Coordinators and ensure the effective delivery of administrative tasks and operational efficiency during the planning and implementation of activities to be carried out within the framework of the projects as set out in the Funding Proposals approved by the Green Climate Fund.

Specific tasks and responsibilities

The Operations and Logistics Consultant will contribute to the effective implementation of the project by performing the following tasks: - Collaborate with the National Project Coordinator in the timely preparation and submission of project work plans, budgets, procurement plans, and progress reports. - Contribute with the National Project Coordinator and the UNEP National Adaptation Plan Task Manager in developing terms of reference and assisting in the recruitment process of consultant and individual contractors. - Participate with the National Project Coordinator and the UNEP National Adaptation Plan Task Manager in developing legal agreements to facilitate the project implementation (Project Cooperation Agreements (PCAs), Small-Scale Funding Agreements (SSFA); Financial Authorizations (FA), etc.). - Monitor progress of project activities and identify corrective measures to overcome operational constraints, ensuring that the vision and values of the United Nations are respected, particularly in matters of sustainable development, gender equality and climate resilience. - Collaborate in reporting project execution and planning, including elaborating financial reports and procurement plans. In addition, participate in the elaboration of Interim Progress Reports (IPRs) to the Green Climate Fund (GCF). - Provide logistical organization and administration of Project Steering Committee and other relevant meetings, workshops, trainings, consultations, and communications efforts (as necessary). - Prepare support materials such as Power Point presentations, briefing notes, and summary reports for project meetings, workshops, and trainings. - Prepare agendas and arrange appointments and meetings related to the project activities and write minutes from the meetings. - Maintain general office files and databases and keep the information in a manner which allows easy reference and retrieval. - Receive and provide technical inputs, or draft and distribute correspondence on a variety of project related subject matters in both Spanish and English languages, attaching necessary background information, and ensuring that grammar, spelling, and format are correct. - Translate or organize and oversee the translation of project documentation and reports between Spanish and English, as relevant. - Collaborate with the Project Financial and administrative Officer based at the UNEP Regional Office for Latin America and the Caribbean in preparing purchase orders, travel plans and other administrative tasks related to the execution of the project. - Collaborate with the Project Management Unit in any other services requested, to ensure smooth operation of daily activities and proper management of the unit’s resources.

Duties and Responsibilities The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The UNEP, through its Latin America and the Caribbean Office (LACO) located in Panama City, Panama works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).

In terms of supporting countries in the region attain the global commitments signed within the framework of the Paris Agreement, UNEP’s Latin America and the Caribbean Sub-programme on Climate Change aims at strengthening the ability of countries to move towards climate-resilient and low emission strategies for sustainable development and human well-being. In this framework, the UNEP Sub-programme on Climate Change, through its Climate Change Unit leads and supports several initiatives oriented at designing, promoting, and implementing innovative mitigation and adaptation solutions at the national and subnational level, and strengthening the transparency framework of the countries.

The expected accomplishment regarding climate change adaptation is that adaptation approaches, including the ecosystem-based approach, are implemented, and integrated into key sectoral and national development strategies to reduce vulnerability and strengthen resilience to climate change impacts. Furthermore, UNEP’s Sub-programme on Climate Change is also committed to ensure that cross-cutting issues such as gender equity and women’s empowerment are effectively integrated in the development of its tasks to guarantee equitable development in line with its adaptation objectives. In this context, the Ministries of Environment of Dominican Republic, Honduras and Costa Rica have agreed with UNEP on the implementation of the projects: “Building capacity to advance National Adaptation Plan Process in the Dominican Republic”, “Enabling environments to effectively plan, implement, monitor and report strategic National Adaptation Processes in Honduras”, “Nature4Cities - Increasing resilience through Nature- based Solutions in Dominican Republic” and “Development of Sub-national Capacities for the Implementation of the National Adaptation Plan in Costa Rica”; all framed within the Readiness Program of the Green Climate Fund (GCF).

The projects on National Adaptation Plans are aimed to sustainably build country capacity in identifying, prioritizing, planning, and implementing measures that address medium and long-term adaptation needs considering UNFCCC decisions 1/CP.16 and 5/CP.17 and all elements of the UNFCCC Technical Guidelines for National Adaptation Plans (NAPs). The ultimate objective of the projects is to reduce the vulnerability of Honduras, Dominican Republic, and Costa Rica to the impacts of climate variability and change, by building adaptive capacity and resilience through the integration of climate change adaptation into planning and implementation within all relevant sectors and at different levels, as appropriate. Specifically, the project has the objective to strengthen the country's capacity to integrate adaptation into national and local planning, including the participation of different line ministries, local governments, the private sector, and civil society organizations.

Additionally, governments in the Latin America and Caribbean (LAC) region need to develop and implement cost-effective, low-risk solutions, such as Nature-based Solutions (NbS) by protecting, maintaining, and rehabilitating priority ecosystems in urban areas. As a result, the project “Nature4Cities - Increasing resilience through Nature- based Solutions in Latin-American cities” funded by the Green Climate Fund (GCF) is implemented in 7 countries (Cuba, Honduras, Ecuador, Dominican Republic, Guatemala, Panama, and Uruguay) and a total of 13 cities within those countries by UNEP.

The aim of the project “Nature4Cities - Increasing resilience through Nature- based Solutions in Dominican Republic” is to increase the capacity of participating countries to design and implement Nature- based urban development strategies that ensure urban resilience to climate change through five main areas of work: (1) Strengthening the knowledge base of national and local governments to assess the potential for Nature- based Adaptation and Mitigation Solutions in urban areas in the context of broader climate change strategies; (2) Reinforcing enabling policies and institutional frameworks to increase adoption of NbS in urban planning; (3) Strengthening partnerships between key actors to accelerate the adoption of NbS solutions; (4) Defining climate finance strategies through innovative public, private and blended financial mechanisms and facilitating access to climate finance for the sustained implementation of NbS; (5) Accelerating upscaling and replication through a regional Urban NBS platform.

In this sense, UNEP LACO is looking for an Operations and Logistics Consultant who will work 40 hours per week, from Monday to Friday, full-time basis at the Project Management Unit in Santo Domingo, Dominican Republic. The incumbent will be supervised by the UNEP Adaptation Programme Management Officer at the UNEP Latin America and the Caribbean Office.

Qualifications/special skills ACADEMIC: - Bachelor´s degree in business/public administration, development studies, social sciences or any other related field is required.

PROFESSIONAL: - Minimum of 7 years of work experience performing operational and/or logistics and/or administrative tasks is required. - Demonstrated work experience in the organization and implementation of small to medium size events is required. - Previous experience participating in community development projects is an asset. - Previous experience in supporting the implementation of NAPs or other adaptation planning processes, policies and projects is considered an advantage. - Previous experience working with national or local government entities in Latin America and the Caribbean is considered an asset. - Experience with international organizations will be valued, as will knowledge of United Nations policies, procedures, and practices is considered an asset. - Previous experience working with SAP programs such as UMOJA or similar is an advantage. - Demonstrated skills and experience in writing of technical reports is an advantage.

LANGUAGE - Fluent in Spanish is required. - Fluent in English is required.
