This is a UNV Community Volunteer contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV Community Volunteer contracts.

The key results have an impact on the efficiency and timely progress of the Stabilization Pillar under which the position is being created. Timely and appropriate planning and management of administrative activities and tasks is a pre-condition for successful implementation of the Stabilization Pillar activities. The performance of the Operations and Finance assistant will therefore be measured against these results. The incumbent's ability to learn and willingness to take own initiative is decisive in the quality of the work performed and achievement of results.

• A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

The Operations and Finance Assistant will provide administration of the Stabilization Pillar’s financial resources focusing on the achievement of the following results; • Working together with the Stabilization Pillar team, develop an overview of multi-year cost projections (i.e. for programme and operations), to support resource mobilization efforts. • Work closely with the Programme & Operations Officer to prepare Multiyear/ Annual work plans/budgets based on the guidance of the Programme Manger stabilisation Management & Transition Support Team Leader. • ensuring compliance with the cost-sharing agreements. • Continuous analysis and monitoring of the Stabilization Pillar’s expenditure, commitments, and cash resources, to ensure alignment with approved work plans/budgets, third-party cost-sharing agreements, Project Board decisions. • Prepare regular periodic analyses, and forecasts, to present to the Programme & Operations Officer, to enable timely decision-making. Based on analyses, if required prepare budget revisions, and ensure accurate reflection in Quantum.

• Support the Preparation and administration of MTST and prepare the budgets in full compliance of UNDP rules, regulations, policies, and recording and reporting systems. • Assist in formulating the budget, control allotments, monitor expenditures and prepare revisions according to the needs of the Stabilization Pillar . • Provide support to create projects in the Quantum system, support in the preparation of budget revisions, revise project awards and status; and determine unutilized funds. • Support implementation and maintenance of control mechanisms for development projects through monitoring budgets preparation and modifications and budgetary status. • Provide financial support to the MTST team and Programme Team. • Monitor the setup of budgets in Quantum to ensure they are in accordance with budgets agreed with donors and are input into QUANTUM at the detailed Activity ID level. • Monitor each month's over-expenditure of budgets and follow up with Budget Owner. • Prepare financial reports together with Programme and Operations officer . • Monitor the financial status under the guidance of the program and Operations officer.

The national and/or international level in or other relevant programmes; experience with agencies at finance and administration positions is an asset, as is experience working in the UN or other international development organization; • ability to deal successfully with high volumes of workload, • Working knowledge of oral and written skills in English • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel. • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Sound security awareness; • Have affinity with or interest in working with UNDP volunteerism as a mechanism for durable development, and the UN System.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers receive a volunteer living allowance to sustain a basic, adequate, and safe lifestyle. This allowance varies from one location to another depending on local living costs, but all national UN Volunteers in the same location receive the same allowance. Below is a summary of the Conditions of Service. Allowances The purpose of allowances for national UN Volunteers is to enable the national UN Volunteers to sustain a modest and secure standard of living at the duty station. The allowances are in no way to be understood as compensation, reward, or salary in exchange for volunteer work. Volunteer Living Allowance (VLA): All national UN Volunteers are entitled to a monthly volunteer living allowance of USD 800. The purpose of this allowance is to cover the basic living costs of the national UN Volunteer, and her or his family when applicable. The allowance is to ensure that the volunteer can sustain a basic, adequate, and safe lifestyle. The monthly allowance rate is a fixed rate for the duty station as established by UNV headquarters. Resettlement allowance: Eligible national UN Volunteers are entitled to receive a resettlement allowance upon satisfactory completion of the assignment. The allowance assists the volunteer to reintegrate into society both professionally and personally upon completion of their UN Volunteer service.
