This is a P-2 contract. This kind of contract is known as Professional and Director staff. It is normally internationally recruited only. It's a staff contract. It usually requires 2 years of experience, depending on education.

Salary

The salary for this job should be between 82,917 USD and 112,621 USD.

The Position:

The Operations Analyst, under the direct supervision of the International Operations Manager plays a key role in leading the operations team at the Country Office, based in Addis Ababa. This position provides advice to the head office and implementation hubs in all aspects of management, operations, finance, administration, procurement and information technology, contributing operational expertise to facilitate programme and implementation.

Job Purpose:

The Operations Analyst ensures a fully accountable, well-managed and results-oriented Office. He/she will provide operational expertise to facilitate programme and project implementation in close collaboration with the programme staff. Participating in inter-agency coordination, s/he will foster a collaborative, client-oriented approach towards the programme and operations team and UN community, supporting effective communication and cooperation with the implementation hubs.

The Operations Analyst will be responsible for:

  • Assessing operational requirements for implementation of the programme at federal and regional levels.
  • Supporting the achievement of programme results including personnel, sub-contracts, procurement, fellowships and other project-related events.
  • Ensuring strategic and efficient management of financial resources; tracking of available resources, ensuring financial policy compliance, establishing reporting structures, advising when deviations from regulations may be required and proposing alternative solutions to meet outcomes.
  • Ensure that IPs are aware of UNFPA and donor requirements and restrictions on use of funds, including through development of guidance and conducting training.
  • Quality assure IPs workplan budgets, requests for sub-contracting, procurement plans and financial reporting to ensure that they adhere to UNFPA financial rules and regulations.
  • Overseeing and monitoring the implementation of corporate, financial, procurement and systems; ensuring personnel are trained on these.
  • Ensuring a continuous flow of up-to-date information between the implementation hubs and head office.
  • Maintaining timely provision of goods and services for the implementation hubs; managing negotiations following established procedures, regarding review and awarding of contracts.
  • Overseeing the management of the assets and facilities of implementation hubs.
  • Participating in inter-agency meetings to ensure UNFPA interests are reflected in activities related to e.g. common services and premises, financial arrangements and security.
  • Maintaining a harmonious working environment; seeking to strengthen team-building by encouraging active participation and interaction at all levels.
  • Perform other job related duties as assigned by the Head of the head of office.

Qualifications and Experience:

Education:

Advanced degree in business administration, public administration, finance, human resources, information technology or other related discipline.

Knowledge and Experience:

  • Two years of progressively responsible professional experience in administration, finance or office management.
  • Strong analytical and leadership skills.
  • Strong verbal and written communication skills.
  • Excellent management and leadership skills with the ability to build strong relationships with clients, focus on impact and result, and responds positively to feedback.
  • Solid knowledge in financial management, contract, asset and procurement, information and communication technology, and general administration.
  • Ability to lead business process re-engineering, to implement new systems, and to positively affect staff behavioral/attitudinal changes.
  • Extensive practical knowledge of field office operations, ability to find business solutions and apply UNFPA PPM to complex and dynamic business environment, including high operating and security risk environment, economic, social and political constraints, humanitarian, natural disasters and post conflict environments.
  • Proficiency in current office software applications and corporate IT systems.

Languages:

  • Fluency in English.
  • Knowledge of other official UN languages, preferably French and/or Spanish, is desirable.
