Background Information - Job-specific

The Central Emergency Response Fund (CERF) is a humanitarian fund established by the United Nations General Assembly in 2006 to enable timelier and more reliable humanitarian assistance to people affected by humanitarian crisis. The CERF has two funding windows: a rapid response window to provide funding to new or deteriorating crises and an underfunded emergencies window provide funding to underfunded emergencies. The CERF is the largest humanitarian fund managed by the United Nations. Since its start in 2006, the fund has supported urgent humanitarian action with more than US$ 5.6 billion. The CERF secretariat is part of the recently established Pooled Funds Management Branch (PFMB) of the UN’s Office for the Coordination of Humanitarian Affairs (OCHA). PFMB is responsible for the management of the CERF and the oversight and support to the OCHA-managed Country Based Pooled Funds (CBPFs).

In accordance with their different business models, CERF and the CBPFs have over the years developed separate online Grant Management Systems (CERF-GMS and CBPF-GMS respectively). The overall aim of both Grant Management Systems (GMSs) is to enable the online management of all processes associated with the management of the funds and to enhance their overall performance and accountability. Both the CERF and the CBPF GMSs are today collecting and storing a vast amount of data that is used for accountability, reporting, management, advocacy and information purposes.

Functional Responsibilities

With recent structural and people changes in the branch and within CERF, there is an immediate need for an interface between CERF operational teams and organizational change programs.

The Operation Analyst will be responsible for the following duties but not limited to:

  • Development and trial of new online CERF submissions platform.
  • Specification of CERF requirements for online interim updates, online project revisions and online narrative reports in upcoming phases of oneGMS program.
  • Support existing CERF users of the legacy CERF GMS system including maintenance of reference data and user administration

The role will be embedded into the CERF programme unit to ensure there is detailed knowledge and visibility of day-to-day CERF operations.

The specific tasks of the Operations Analyst will include:

  • Work together with CERF process leads capturing business requirements for system development covering end-to-end CERF processes, including: oneGMS, website, data hub enhancements. Manage traceability of these requirements in the solution and highlight to all stakeholders if/when these may not be met.
  • Understand evolving CERF priorities and assess impact of these changes on CERF’s information management platforms.
  • Represent the CERF programme unit during implementation of all oneGMS modules, including testing, training and ongoing support materials for all users.
  • Manage CERF project workflow documentation, monitor implementation of these workflows and features and support process improvements and future enhancements required.
  • Ensure all CERF template guidance, emails, documents and external communications related to oneGMS are reviewed and approved.
  • Check the solution delivered meets the user requirements to an acceptable quality before features are released.
  • On an ongoing basis, gather and analyze the requirements of the CERF secretariat’s units related to CERF GMS maintenance, improvements, and work with the Information Systems Development Specialist in the Information Management Systems and Data Unit (IMSDAU) to ensure those requirements are systematically addressed.
  • Ensure transparency and regular communications for CERF stakeholders on oneGMS project planning and ensure that feedback from stakeholders is taken into account.
  • In close collaboration with the Information Systems Development Specialist in IMSDAU, provide CERF GMS user support to the CERF secretariat.
  • Support CERF data management and analysis as required, including maintenance and development of PowerBI dashboards and data management in final reports.
  • Understand CERF goals/strategies and identify opportunities to align these with PFMB’s strategic technology roadmap
  • Performs other duties as may be reasonably required and in line with the incumbent’s scope of services above.

Monitoring and Progress Controls

The Operations Analyst will have weekly review meetings with their supervisor and monthly performance assessments. The main output will be the implementation of a new online grant management system (1GMS) which serves the requirements of the CERF secretariat and other CERF stakeholders. Key indicators are that 1GMS increases the quality and aggregation of data, that it makes CERF processes more efficient and faster, and that it increases accountability by recording who completed which part of each process (transparency – efficiency – accountability). The development of 1GMS will be broken down into different modules as milestones: for applications (strategies), projects, interim updates, project revisions, final reports, etc.

Education/Experience/Language requirements

a. Education:**

  • Advanced university degree (Master’s degree or equivalent) in information systems development, operations management or related field is required, or
  • A first-level university degree (Bachelor's degree or equivalent) in combination with an additional two (2) years of relevant experience may be accepted in lieu of the advanced university degree.

b. Work Experience:

  • A minimum of five years of progressively responsible experience in information systems development/management, information management or related area is required.

    c. Language:

  • Fluency in English (read, write, speak) is required.

  • Knowledge of any of the other UN official languages is desirable.
