What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

We are looking for an experienced field Protection Delegate or Manager with strong interest in exploring new digital services for affected populations to join the Digital Transformation and Data (DTD) Challenge team responsible for the creation and testing of the new Digital Humanitarian Platform, called RedSafe. The first version of Redsafe focused on migrants has been piloted in Southern Africa since May 2021, initially offering two services: Information as Aid and a digital vault for people to save their documents.

  • She/he provides the required field experience, expertise and field network related to the protection and assistance of affected population in order to continue the testing of services and deployment of RedSafe in field contexts as well as assisting technical teams in the improvement of the first version launched in May 2021.
  • She/he participates to all development sprints of the solution. She/he is able to provide day to day clarifications/ details of the business requirements and needs of affected population. She/he is strongly aligned with the leader of the Platform challenge team and his vision.

  • She/he organize workshops, surveys, field missions and interviews of end users and first responders for the specific services delivered by RedSafe in order to assess the needs, test functionalities, but also assess the impact of RedSafe, and make recommendations.
  • She/he directly engages with representatives of the business units in the field and at the HQ which delivers these services through RedSafe, as well as with the management of the delegations where the solution will be tested, in order to support the integration of RedSafe services into their operational response.
  • This position is based at the ICRC HQ in Geneva. It is embedded into the DTD led Challenge Team and reports to the Digitalization of the Operations Manager. This position requires frequent travels to ICRC operational contexts, (estimated o -20% but could be up to 50% during some periods).
  • The Digital Humanitarian Platform is a strategic challenge co-sponsored by OP DIR and DTD_DIR and a key requirement for ICRC digital transformation in the ICRC Strategy (Objective 5.1).
  • This aim of this Platform, called RedSafe, is to enable the ICRC to explore new humanitarian services and also new ways to deliver services, and also provide a secure digital channel for the population affected by humanitarian crisis to access, wherever they are to services provided by the ICRC and its partners.

Accountabilities & Functional responsibilities

Proactively promote RedSafe to a wide fora of interlocutors (external and internal) via presentations, participation in workshops, seminars, trainings in order to engage the institution, partners and other organizations in the vision of RedSafe and the services it offers.

During the exploration phase for new services

  • provide inputs to the leader of the challenge team and the head of project which contributes to define a detailed/realistic vision for the next services and lists of needs and priority requirements.
  • engage with the Operations and the Protection and Assistance experts and managers at HQ to obtain inputs for exploring new services and contexts.
  • liaise with the Digitalization of Operations and map the existing digital solutions developed or under development at the HQ or in the field by the ICRC, NS and other actors which provide services to the specific group of end users targeted by RedSafe and see how the different services can coexist and complement each other, be referred to or be integrated.

During the exploration phase for new services - (continued)

  • engage with field Delegations to obtain inputs and organize mission for exploring new contexts and services for RedSafe.
  • carry out field missions, surveys and interviews with potential end users of RedSafe to define their priority needs and coping mechanisms and see how their specific needs can be matched with a digital solution.
  • carry out field missions, surveys and interviews of ICRC staff, NS staff, as well as other humanitarian organizations
  • work closely with RedSafe Service Designer to ensure coherence and user friendliness of the design and solution
  • contribute to or lead feasibility studies exploring new services.

During the development phase

  • Participate to all development sprints and provide day to day detailed business requirements and clarifications to the development team. This is based upon the business vision and list of priority requirements defined by the leader of the challenge and her/his own high level of business knowledge and experience. Escalate decisions on key functionalities to the leader of the challenge team.
  • identify and engage other business advisors from Protection and Assistance, who could be called upon when clarification is required in a specific field of expertise.

During the development phase (continued)

  • engage with field delegations, business units at HQ and the Operations, National Societies, and other humanitarian organizations in order to:
    • identify contexts where RedSafe and its related services can be deployed and tested,
    • identify the risks, level or change, metric of success, and business resources required at field and HQ to support the testing/deployment of the solution and its related services,
    • assist field teams involved in the deployment of RedSafe by defining tasks, workflows, and roles as well as actively engage in recruitment and training of staff.
    • get the support from the delegations and specific business units at HQ.
    • provide the Challenge team with field updates (including relevant contextual information) that might affect deployment or perception of RedSafe

During the field deployment / testing phase of the first versions of the Platform

  • communicate and help the delegation management to lead the change required for the deployment of the solution and the integration of its related services into the operational response of the delegation.
  • oversee, coach and support the business support team hired (in the field and at the HQ) to support the Platform end users and its related services.
  • support the Challenge team and the Delegation in its communication strategy to promote the app.
  • draft the report and recommendations related to the testing of the Platform and its related services focusing on the service delivery.
  • assess the level of change and capacity required from the business side for the ICRC to scale up and deploy the solution and its related services for a larger audience and to more contexts.

Relationships

  • Internally, interacts with OPs Units, DTD Units and Delegations
  • Externally represents RedSafe in meetings/workshops related to builing, piloting, deploying and supporting the RedSafe

People management responsibilities

Certifications / Education required

  • University degree or equivalent.
  • Fluent in English and French. Spanish or Arabic an asset.
  • Change management experience or certification an asset
  • Computer proficiency

Professional Experience required

  • Ideally 10+ years' professional experience in Humanitarian action
  • Minimum 5 years ICRC field experience as Delegate, Coordinator or Manager.
  • Recent field experience
  • Knowledge of RFL, PCP or Migration aspects

  • Ability and will to go frequently to the field.
