OBJECTIVES OF THE PROGRAMME

PMEunit facilitates and supports the development of General Programme of Work (GPW)including biennial Programme Budget development and management through GeneralLedger, Operational Planning, performance monitoring and assessment andreporting. Result based management framework and planning tools are developedto ensure proper resource distribution and coordination, and efficientprogramme implementation. The unit is supporting the development of the Regionalprogramme budget and managing the regional budget analysis across budgetcenters and the strategic priorities, also coordinating EMRO contribution toWHO efforts towards providing support to countries. PME is responsible forconducting technical monitoring and assessment exercises (MTR, EOB, adhoc…) anddeveloping tools, systems and reports/dashboard for efficient programme and budget management.

DESCRIPTION OF DUTIES

Provide technical input to the StrategicPlanning processes in EMR (Country prioritization and PB development) followingthe organization wide process guidance and timeline.Actively participate in thepreparation of the regional Programme Budget by performing analysis of thecurrent biennial budget figures of HR and activity components and communicatewith EM budget centers' for expected voluntary contribution financing to ensureall needs are accommodated in the new biennial budget allocations.Ensure submissions of the EMRbudget centers' during the development of the Country Support Plans (CSP) budgetare within released budget envelopes, cost alignment to priorities, HR/activityratios and reliance on CFF followed by consolidation of the related regionalbudget figures. Review the submissions of EM budgetcenters' contributions to the PB development and operational planning exercisesusing the adequate planning tool, verify the submissions against the allocatedbudget envelopes and consolidate the budget submissions in preparation for theEM regional submission to RC, PBAC, EB and WHA.Contribute effectively in theregional review of workplans during the operational planning by performing thenecessary structure compliance review of the Activity and Salary workplans againstthe developed guidelines, the budget allocations and the approved HR Plans duringthe planning phase.Review and analyze budget requests,process budget journals and maintaining regional holding account. to ensureavailing budget space allocations to the region and budget centers at all times.Review budget centers submissions of the globalreprogramming exercises, consolidating budget needs and processing the approvedbudget revisions.Submit regular reports on the currentCorporate Flexible Funds (CFF) status and provide related analysis and reports toensure funding gaps in both the salaries and activities are attended to.Coordinate with Budget and Financeunit to reflect the approved CFF distribution in BMS financial modules and addressthe distribution mismatches for rectification.Provide briefings, and necessarysupport to Regional and Country Office staff on matters related to budgetmanagement, operational planning, workplan management, monitoring & reportingand provide day-to-day support on all programme management related functions.Contribute to the preparation of communications,analysis and monitoring and progress reports as requested by the RA/PME.Participate in capacity buildingactivities in areas related to planning, budgeting and monitoring/evaluation and prepare the needed PME training and briefing materials.Monitor the testing of new systemsand business process optimization during the development, update and post go-livephases to ensure the new initiative capabilities meet the needs of the organization.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in Business Administration, Healthand health sciences, or Accounting or other related fields of discipline. Desirable: Master's degree in Management, Business Administration,or a related discipline

Experience

Essential: At least two years of relevant experience in ProjectManagement, Enterprise Resource Planning Support, Business Intelligence andBudget Management Desirable: Experience in training and user support, as well asexperience with the UN organizations

Skills

Knowledge of programme planning, budgeting, and implementation in a results-based management framework. Ability to express ideas clearly and concisely; analyze results and budget and recommend appropriate actions. Ability to apply IT technology to result based management issues.Goodworking knowledge of budget and programme management area

REMUNERATION

Remuneration comprises an annual base salary starting at EGP 601,552 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
