JOB PURPOSE

Under the overall programme guidance from Strategic Outcome – 2 Manager and direct supervision of Programme Policy Officer (Asset Creation and Livelihood Activity Manager), staff member needs to support all operational information management and performance reporting (OIM & PR) activities and WFP programme portfolio and associated results. The incumbent would report to the Head of Programme/DHOP.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide Information management and operational performance reporting services by applying technical knowledge of WFP environmental and social sustainability framework (ESMF) to support resilience to climate change and disaster risk reduction that comply with Standard Operation Procedure (SOP) and Guidelines of Assets Creation and Livelihoods (ACL) under CSP (2018-2023) and iCSP (2024-2025).
  • Collect relevant information and data from internal (WFP, cooperating partners) and external sources to facilitate and maximize the exchange of information and data flow between functional area networks in WFP and understanding of events that may have operational impact and strategic project implementation.
  • Assist Programme Policy Officer (PPO) in reviewing Field Level Agreements (FLAs) through UNPP and individual proposals and provide operational information to Field offices (FOs) and Cooperating Partners (CPs); verify monthly cash request and distribution plan submitted by CPs, quarterly distribution plan by FOs/AOs as well as reviewing quarterly FOs/AOs budget plans,
  • Support the focal staff to ensure that standard OIM & PR procedures and templates are followed to drive the quality, consistency and standardization of information management and performance reporting across WFP; review and monitor ACL activities to be well implemented, distributed and reached to targeted beneficiaries with the right track of cash and project plans.
  • Collect and maintain timely information of beneficiaries, type of assets and food/cash distribution for periodic reporting with the support of ACT-4 team and field offices. Provide specialized expertise and contribute towards the development of information management and reporting within Asset creation and livelihoods programme, ensuring alignment with wider programme policies and guidelines.
  • In close collaboration with key units across WFP, support with inputs into donor reporting, corporate reporting, and ad-hoc reporting to external forums on cross-cutting topics and WFP operations. This may include preparation of narratives for donor reports and other information transfer related requests from direct supervisor or senior WFP management. Collaborate the specific donor agencies for their required information management and necessary reporting requirement.

  • Coordinate closely with SO/activity managers, field offices and various functional units and/or service partners such as Partnership, Communication and Reporting (PCR), Vulnerability Analysis and Mapping (VAM), Monitoring and Evaluation (M&E), Gender and Supply Chain Management for technical advices and supports and liaise with the Regional Bureau and the Headquarters, if/when required;
  • Support the collation, analysis and communication of the ‘Essential Elements of Information’, pertaining to the operational environment of WFP current or future responses and donor policies, trends and preferences to ensure specific input to WFP’s operational reporting
  • Prepare the biannual progress reports, annual progress reports, annual safeguard monitoring reports, to review due diligence reports and respond to ad hoc information and/or data requests from specific donors
  • Provide inputs requested from Reporting Unit and in preparation of Annual Country Report (ACR) by cooperating with Asset Creation and Livelihood (ACL) unit.
  • Support the enhancement of the capacity of WFP staff and partners to effectively manage operational information and performance reporting.
  • Take responsibility for incorporating gender, protection, accountability to affected population, data protection and conflict sensitive perspectives in all areas of work.
  • Undertake or contribute to ad-hoc tasks upon the request of the direct supervisor or senior management in the Country Office. Perform other related duties as required by programme unit.

OTHER SPECIFIC JOB REQUIREMENTS

  • Contribute to efforts in building effective and collaborative relations with WFP and CP colleagues and collect the information of access, distribution, challenges of ACL activities from field offices and provide inputs to Partnerships, Communications and Reports (PCR) Unit for weekly reporting. Coordinate with M&E, PCR, field offices ensuring all information and reporting are consistent and accurate with quality and give support to planning, formulating, and targeting recipients for WFP aid.
  • Assist the Head of Programme/Deputy Head of Programme in all matters related to the delivery of WFP assistance for CCA/DRR programme.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Political Science, Economics, Statistics, Information Management, Social Sciences, Agriculture, Natural Resources Management, Climate Change and Environment or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: Minimum seven years of working experience with first university degree. Four years of professional experience with postgraduate level.

Experience in information management, reporting, Climate Change and Disaster Risk Reduction, Environment and social risk management is preferable, with a background and interest in resilience and development.

Language: Excellent in both oral and written communication in English language.
