Online enforcement course developer

Result of Service The consultant will, considering the blueprint for the online courses and trainings needs identified to date, develop the detailed content for the general and specialized introductory courses for wildlife law enforcement authorities, using a user-friendly learning approach and following the guidance and structure suggested in the blueprint.

The result of service will be the exact script (text), exercises and quizzes for about 15 online courses, which could be turned into the online format (on an identified learning platform) by a different technical specialist, to be hired at a later date.

Key deliverables include: 1. Preparatory work: Consider the existing blueprint for online courses produced to enhance the current Virtual College, as well as relevant partner e-learning platforms (such as UNODC, WCO CLiKC, InforMEA, and WTO); 2. Development of test module: Develop an initial module to standardize the approach to be used across the different modules and submit to the CITES Secretariat for review. 3. First draft 15 modules: prepare a first draft of the modules following the agreed approach and submit to the Secretariat for review. 4. Incorporate feedback and revise modules: revise the courses based on inputs from the CITES Secretariat and share with ICCWC partners and other selected experts identified by the CITES Secretariat for review as appropriate. 5. Final round of feedback: Revise the course based on input receive and submit a final version for review by the CITES Secretariat. 6. Product delivery: Finalize based on the final review feedback provided by the CITES Secretariat and submit the online courses.

Duties and Responsibilities The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) is an international agreement between states (www.cites.org). Its aim is to ensure that international trade in specimens of wild animals and plants does not threaten their survival. The CITES Secretariat is administered by UN Environment Programme and is located at the Geneva Duty Station.

The International Consortium on Combating Wildlife Crime (ICCWC) is the collaborative effort of the CITES Secretariat, INTERPOL, the United Nations Office on Drugs and Crime, the World Bank and the World Customs Organization (https://cites.org/eng/prog/iccwc.php). Its aim is to strengthen criminal justice systems and provide coordinated support at national, regional and international level to combat wildlife and forest crime. The CITES Secretariat chairs the Consortium.

The CITES Secretariat is currently revamping the CITES Virtual College (VC), including its online courses. Work has been completed on creating an agreed blueprint for the new online course structure. Considering the particular interest of the law enforcement community to learn more about the CITES requirements, the specialised courses on law enforcement will be developed in parallel with the general courses.

Under the supervision of the Chief of the Enforcement Unit and in close consultation with the ICCWC partners and the Chief of Outreach and Projects Unit, the consultant will develop the content and script for the specialized CITES online courses on wildlife law enforcement. The online courses will be developed working from a blueprint developed in 2022 for the purpose of law enforcement capacity building for relevant authorities from CITES Parties.

Qualifications/special skills University degree or equivalent in law enforcement, policing, criminal justice, homeland security or related area. Minimuym 5 years’ experience in law enforcement or related area. Prior experience with the UN system, in particular working with developing countries, is required. Experience with developing and using online training materials is highly desirable. Experience in having worked on wildlife crime and on Multilateral Environmental Agreements (MEAs) or ICCWC partner agencies is desirable.

Languages English, French and Spanish are the working languages of the CITES Secretariat. For the post advertised, Fluency in spoken and written English is required. Working knowledge of one of the two other working languages is desirable.
