In order to strengthen the capacities of preschools for the implementation of the new preschool curriculum framework (PCF), the Ministry of Education (MoE) has, in cooperation with UNICEF, rolled out a comprehensive capacity building programme for preschool professionals (teachers, expert associates, and directors). The Capacity Building Program (CB Program) is combining the following approaches: 1) blended training (classical training and e-learning); 2) mentoring; 3) peer learning and horizontal exchange.

To ensure continuity and smooth transition from preschool to primary school, online training for primary school teachers and expert associates had been developed and posted at the National Teachers Platform of the Institute for Improvement of Education.

In 2023, online trainings will be implemented to reach the full coverage of preschool teachers with the basic training package for the implementation of the new PCF, while all pedagogues and psychologists and coordinators of the primary school teachers will participate at the online training related to education transition.

Based on the experience of the usage of the web application for registering participants on classic and online trainings, and for reporting on the implemented trainings, a need for further support for adaptation and maintenance is identified in cooperation with the Institute for Improvement of Education (IIE).

Work Assignment Overview:

To ensure the continued quality and proper administration of training records, as well as the smooth online learning experience for around 7,000 pre-school teachers, the Online Course Setup and Maintenance Consultant will be engaged to support the implementation of the Capacity Building Programme for the PCF Implementation in Serbia, including the new online training for primary school professionals.

Duration of the assignment: March - September 2023 (part-time, home-based)

Task description:

Task: Improve the web application for participants registration and training reporting - adjust and maintain the existing web application within the IIE, in accordance with the needs of the Capacity Building Programme for PCF implementation.

Deliverables:

  1. Improved application for participants registration and training reporting through a new functionality that allows automatic closing of trainings for participants enrolment, once the training is completed.
  2. Added option to archive completed trainings.
  3. Added download status information (with date and time) for each certificate generated.
  4. Created QR code for each training session, which can be scanned to open the registration form for the participants.
  5. Created module for the management of trainers:
  • application form with a private link,
  • selection form for administrators,
  • assignment of training/program for administrators,
  • trainers profile page with all programs for which they have previously and/or will implement in the future.
  1. Lists of all training participants, trainers’ reports and database of evaluations of training participants in .mdf, .xlsx and/or .csv file format extracted from the IIE application.
  2. Web application migrated from PHP 5.4. to the latest PHP version (8.0 or newer).

Knowledge/Expertise/Skills required:

  • University degree in Computer Science, Software Engineering or similar.
  • Proven working experience with PHP, HTML5, CSS3 and JavaScript.
  • Proven working experience with SQL Server or MySQL databases.
  • Ability to meet tight deadlines through excellent time management, organization and multi-tasking skills.
  • Fluency in Serbian and advanced level of English.

Desired qualifications:

  • Professional experience related to administration, development and/or customization of an LMS solution in a public or enterprise environment.

Priority will be given to candidates who:

  • Have relevant work experience with education institutions and/or databases related to the education sector;
  • Have participated in the process of developing and/or maintaining a Continued Learning Platform for Educators.
