In the context of the WHO Health Emergencies Preparedness and Response programme, the incumbent will act as the Technical Focal Point for One Health and ensure that the One Health approach and principles are well-integrated into and implemented in emergency preparedness and response on a Country level. The incumbent will also support the coordination and collaboration with the Tripartite (WHO, WAHO, and FAO) agencies in advocacy and promotion of One Health and in the support to country to adopt one health approach in emergency preparedness and response.
OBJECTIVES OF THE PROGRAMME
The mission of the Division of Health Emergencies (WHE) is to build the capacity of Member States to assess, prevent and manage health emergency risks, and lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.
The WHE Division brings together and enhances WHO's operational, technical and normative capacities in outbreaks, emergencies and risk analysis to address all health hazards across the risk management cycle in a predictable, capable, dependable, adaptable and accountable manner. The Programme is designed to operate within the broader humanitarian and emergency management architecture in support of people at risk of, or affected by, outbreaks and emergencies, consistent with ways that strengthen local and national capabilities.
ORGANIZATIONAL CONTEXT
Under the overall guidance of the WHE Team Lead, the direct supervision of CPI Technical Officer, the incumbent provides technical support and facilitates the implementation of country activities in the area of One Health. Some independence in decision making is expected and incumbent has to exercise judgement in adapting or modifying relevant WHO guidelines to the country context.
A wide range of contacts within the organization is expected - the purpose is to receive policy guidance and support on technical, information-related and administrative as well as managerial issues related to Programme implementation. Additional contacts both within the Regional Office in Copenhagen and with other Country Offices, Geographically Dispersed Offices and HQ to seek technical support for planning collaborative activities as well as to support project implementation in the country, are foreseen.
Under supervision and guidance of CPI Officer, regular contacts are maintained with country health administration (at own level of responsibilities) to provide and obtain necessary information, coordinate project implementation and support activities related to evaluation of the health sector coordination mechanisms. Upon request from HWO/WHE Lead, the incumbent has contacts with counterparts in the country to represent WHO in a national level.
Guiding documents for the work include the Biannual Collaborative Agreement; the Sustainable Development Goals (SDGs); the International Health Regulations (IHR 2005); WHOs' Emergency Response Framework; a tripartite guide to addressing zoonotic diseases in countries; the Sendai Framework for Disaster Risk Reduction 2015-2030; the Pandemic Influenza Preparedness (PIP) framework; the Performance of Veterinary Services (PVS Pathway); the Paris Agreement on Climate Change; WHO's e-Manual including Standard Operating Procedures (SOPs) for WHO' work in emergencies; WHO's Staff Rules and Regulations.
DESCRIPTION OF DUTIES
In order to support the implementation of emergency preparedness and response strategies and tools for disease/infection prevention, control and monitoring using the One Health principles, the Technical Officer will undertake the following duties:
1. Advocate for and promote integration of one- health approach in emergency preparedness and response by all stakeholders at national and sub-national level.
2. Strengthen Member State capacity in preparedness, management and control of infectious hazards including VHFs, through providing strategic guidance on the use of the One Health approach and principles.
3. Support Member State to establish and/or strengthen coordinated inter-linked surveillance and information sharing systems by promoting the One Health approach and its use in early warning systems.
4. Develop/update risk assessment for zoonotic diseases and strategic prevention and control tools and support risk assessment in the country using the standardized tools.
5. Support country to develop and/or review preparedness and response action plan(s) for highly pathogenic zoonotic diseases in line with the One Health Approach/ Agenda and policies.
6. Monitor and evaluate of the implementation of the action plan(s) and provide appropriate recommendations and technical advices, accordingly.
7. Support on the preparation of regular information and daily situation reports on the evolution of the zoonotic disease outbreaks, ongoing and planned activities.
8. Coordinate and establish effective mechanism for collaboration and communication with related partners e.g. (WAHO, FAO, UNEP, CDC etc..), to implement One Health agenda, in preparedness and response to zoonotic diseases outbreaks.
9. Perform any other assignments as delegated by the supervisor.
REQUIRED QUALIFICATIONS
Educational Qualifications
Essential: University degree (Bachelor’s level) in Veterinary Medicine, Medicine, Public Health, Business Administration, or another field of studies relevant to the position.
Desirable: University degree (Master’s level) in any of the above areas
Experience
Essential: At least three years' experience in emergency work in the veterinary, health sector, at national or international level, in WHO, the UN System, a governmental or non-governmental organization.
Desirable: Experience in monitoring field projects at a national and sub-national level.
