BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The World Food Programme (WFP) is the world's largest humanitarian agency, working towards achieving a world with zero hunger. Since the beginning of the Ukraine refugee crisis in February 2022, WFP set up operations in Moldova to assist in the refugee response. To respond to the deepening vulnerabilities of the crisis-affected populations and to strengthen the government shock-responsive capacity, WFP has drafted a Transitional Interim Country Strategic Plan (T-ICSP), which outlines the activities in the country for the next year (September 2022 – August 2023). To support the implementation of the T-ICSP, WFP Moldova is now seeking to fill the position of OIM & Partnerships Officer to support all Operational Information Management (OIM) activities and contribute to the establishment and presentation of standard and consistent operating picture of WFP operations in Moldova & development of new and existing partnerships with government and private partners in order to advocate the work of WFP, and mobilize resources to support WFP programmes in Moldova.

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Provide technical advice, governance and oversight to WFP Moldova Office on the integration of OIM policies and guidance into established systems to drive the quality, consistency and standardization of information management across WFP.
  • Implement the work plan for an assigned area to enable WFP to identify, develop and strengthen quality partnerships in support of WFP strategic objectives.
  • Proactively contribute to a partnerships portfolio, including partner profiling, data/trends analysis and outreach activities, with the aim to maximize resources and leverage policy and technical support for WFP’s work; ensure partner visibility and that partner conditions are met.
  • Collate and assist in the dissemination of political and development analysis pertaining to WFP current or future responses and donor policies, trends and preferences to ensure country specific input to WFP’s operational reporting.
  • Represent WFP in inter-agency, UN Country Team, donor forums and events.
  • Collaborate with counterparts internally and with other UN agencies to ensure consistency in humanitarian information and to complement WFP analysis and information.
  • Support the enhancement of the capacity of WFP staff and partners to effectively manage operational information and performance reporting through assisting in the delivery of the OIM on core competencies.
  • Coordinate and oversee the production of donor specific visibility products, ensuring consistency with corporate messages, and technical WFP Moldova documents, so that key clients are informed in a timely and transparent manner about WFP’s activities - including brochures, factsheets, infographics, photos, videos and audio for use across a range of integrated online platforms.
  • Collaborate with counterparts in WFP Divisions, supporting performance of activities and ensuring an aligned and consistent approach to information management, analysis and performance reporting.
  • Manage a team of the communications associate and the senior liaison associate, providing coaching and guidance as required to ensure appropriate development and enable high performance.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Masters level university degree in International Development, Business Administration, Social Sciences, Information Management and Research or other related fields.

Experience: 3 -5 years of progressively responsible related experience (information management, data analysis, reporting, partnerships, social science or related fields), with a background / interest in international development.

Experience of using Microsoft Excel, Tableau or a similar systems, ideally in the context of a UN entity or an international organization, is desirable.

Knowledge & skills:

  • Experience in reporting and partnerships activities required, strong understanding of OIM concepts and principles, best practices, techniques and processes.
  • Ability to produce high-quality written materials, including graphically- based PowerPoint presentations as well as text documents.
  • Strong analytical skills with the ability to analyse and interpret data and draw out the key messages.
  • Strong interpersonal skills to effectively coordinate and tactfully liaise with a wide range of people at all levels and across different cultures.
  • Strong oral and written communication skills, able to clearly articulate insights to stakeholders in WFP.
  • Action management skills (time management, organization, judgement) to ensure ability to balance competing priorities successfully, and to work to tight deadlines.
  • Self-motivated and able to work with a high degree of autonomy.
  • Experience working in UN organizations, particularly across functions and divisions in WFP.
  • Field experience highly desirable.
  • Able to work effectively as part of a team

Languages: Fluency (level C) in English language and/or in one of official UN languages (Arabic, Chinese, French, Russian, Spanish). Knowledge of Romanian and/or Ukrainian language is desirable.
