Org. Setting and Reporting These positions are located in the United Nations Field Missions. The Occupational Health Officer (P3) reports to a Director/Chief of Mission Support, or a Chief Medical Officer, OH Medical Officer or Safety officer according to mission structure. The focus of the position is to support occupational health aspects of workplace safety and health management of the mission, and includes the identification of workplace hazards, prevention-based mitigation of hazards, a review of incidents and the development of subsequent mitigation measures in order to prevent recurrence. These actions ensure the operations are conducted effectively whilst meeting the organizations duty of care for the health and safety of staff and those who may be affected by their work. This position has a functional reporting relationship to the Head of OSH, DHMOSH/DOS or delegate.

Responsibilities Within delegated authority, the Occupational Health Officer will be responsible for the following duties:

(Since these responsibilities are applicable by variation to the different functions between clinical Medical Officers and Occupational Safety Officers, the percentage of time by tasks may change in line with such specific function.) Note although all functions include both health and safety components, the emphasis for this post is on the occupational health component.

Undertake surveillance for preventable health and safety hazards in the work environment by: -Sampling, measuring or testing for physical, chemical, and biological exposures in the workplace environment that may generate risks to the health of workers. -Evaluating ergonomic factors that may affect workers’ health through surveys and direct inspections. -Reviewing incidents. -Assessing general working conditions and behaviours.

Provide occupational health support to staff by: -Performing clinical duties including walk in clinical care and emergencies and health promotion campaigns following a pre-established program. -Performing employment and periodical medical clearances in line with UN policies. -Providing travel medical clearances. -Reviewing and certifying sick leave, and advising on return to work programs and reasonable accommodation requests. -Providing support to and preparation of disability recommendations.

Assess Health and Safety Risks by: -Performing task specific Job Hazard Analyses and location specific Workplace Risk Assessments. -Investigating occupational accidents, exposures and near-misses. -Assessing incidents using accepted UN risk methodologies. -Developing mitigation strategies for staff and management. -Recording and communicating the risk assessment / risk management process using the UN’s EarthMed incident reporting system. -Monitoring health and safety performance against UN key performance indicators by collating information from various sources including the incident reporting system and established benchmarks/comparable duty stations.

Progress the UN’s Occupational Safety and Health Management System by: -Assisting with the development of global and local OSH policy, standards and guidance. -Providing occupational health and safety advice to local OSH committees. -Developing occupational health and safety programs such as road safety, workplace safety, etc. -Developing occupational health and safety aspects of business continuity plans. -Ensuring that all operations are in compliance with the DOS/DPPA and UN OSH Policy.

Providing occupational health and safety training and capacity development by: -Delivering occupational health and safety training courses. -Ensure that personnel are aware of their roles and responsibilities in all aspects of health and safety work, including compliance with health and safety policy.

Other -In the absence of the Occupational Safety and Health Officer, oversees the daily operations of the OSH section. -Performs other duties as may be assigned.

Education Advanced university degree (Masters degree or equivalent degree) in an area of clinical health practice, such as medicine, nursing, allied health, or clinical health sciences is required. A first level university degree in combination with two additional years of qualifying experience in Occupational Health may be accepted in lieu of the advanced university degree. Specialized academic or professional training in Occupational Health and Safety is desirable.

Work Experience A minimum of five (05) years of progressively responsible experience in as a registered Nurse, paramedic or equivalent is required. A minimum of three (03) years of direct experience in occupational safety and health, environmental health, workplace safety or risk sciences or related areas is required. One (1) year of experience providing services in Occupational Health, occupational safety, or related area to or in a field operation of the United Nations common system or comparable international organization or in a military operations environment is desirable. Experience in planning and communicating activity safety plans is desirable. Experience in occupational safety and health in an international or multinational organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. Fluency in English is required; knowledge of French is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
