Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for over 180 States in accordance with their safeguards agreements. The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. Safeguards activities are undertaken within a dynamic and technically complex environment including advanced nuclear fuel cycle facilities and complemented by the political and cultural diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions for the implementation of verification activities around the world; three Technical Divisions (Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services); and three Offices (the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services).

The primary focus of each Division of Operations, and the Office for Verification in Iran, is to perform and document safeguards verification activities and to conduct analysis and evaluations aimed at providing assurances that States comply with their nuclear safeguards commitments. The Divisions / Office implement a broad range of measures, including information analysis and in-field verification, to draw soundly based safeguards conclusions for States.

Main Purpose

Reporting to the Analytical Services Team Leader, the NWAL Sample Distribution Assistant coordinates and advises on the distribution of Safeguards samples, in particular environmental samples, to the members of the NWAL for analysis; the collection of reports; and contracts and payment for services provided by NWAL members. He/she monitors and reports on the status of the NWAL, and the efficiency and timeliness of the analysis process, including sample retrieval from the field, distribution to the NWAL, and reporting of analytical results by the NWAL. He/she ensures that the software tools for the day-to-day administration of these functions are maintained.

Functions / Key Results Expected

• Act as focal point for NWAL sample distribution: Coordinate the assignment of Safeguards samples to NWAL laboratories and issue analytical requests; distribute samples and collect results and analysis reports. • Monitor key performance indicators to optimize sample flow and propose solutions to improve efficiency. • Compile and review sample statistics and produce tables/graphics for reports and meetings on safeguards sample collection and analysis. • Prepare draft reports on the status of the NWAL to be used as a basis for recommendations on NWAL utilisation and expansion. • Maintain contracts for sample shipment and analysis, taking into account changes in laboratory capacity and capabilities, and monitor procurement elements (purchase orders, invoices, and analysis forecasts). • Advise the Team Leader on laboratory selection for Safeguards sample analysis. • Coordinate the development and maintenance of the IT tools necessary for the distribution, tracking, and analysis of safeguards samples by the NWAL, such as identifying requirements and follow-up on implementation.

The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA's Radiation Safety Regulations.

  • Completed secondary education.
  • Minimum of six years of working experience.
  • Experience with the design of relational databases would be an asset.
  • Knowledge of the scientific and technical fields relevant to the analysis of safeguards samples, or experience working in a laboratory, would be an asset.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, German, Russian and Spanish) is an asset.
  • English language test (level 2) to IAEA standard.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at EUR 55696 (subject to mandatory deductions for pension contributions and health insurance), 6 weeks' annual vacation, pension plan and health insurance

Appointment is subject to a satisfactory medical report. Recruitment will be on a LOCAL BASIS only.
