Organizational Setting

The FAO Bhutan Country Office (CO) is under double representation arrangement where FAO Representative sits in FAO Office Nepal. CO, headed by Assistant FAO Representative (Program), oversees the program in the country. The proposed Unilateral Trust Fund (UTF) project, entitled Technical Assistant Support to Food Security and Agriculture Productivity (TA-FSAPP), present technical assistance (TA) actions requested by the Ministry of Agriculture and Forests, (MoAF) of the Royal Government of Bhutan (RGoB) to be undertaken by FAO in association with a project called Food Security and Agriculture Productivity Project (FSAPP).

The FSAPP is a five-year project financed by a US$8 million grant from Global Agriculture and Food Security Programme (GAFSAP). The World Bank is the supervising entity of the FSAPP. Including the government and beneficiary contributions, the total cost of FSAPPP is US$9.3 million.

Reporting Lines

The NPP reports to Project Director, PMU/DoA and AFAOR/OiC, FAO Bhutan

Technical Focus

Food & nutrition security programs. The Nutrition Education Coordinator is a contract position at PMU arranged by FAO. The NPP will be responsible for the implementation of and coordination of FSAPP technical assistance activities

Tasks and responsibilities

  • undertake stocktaking of the past, existing, and planned BCC strategy and initiatives, materials, with key stakeholders especially from the health, education, and agriculture as well as World Food Programme (WFP) and Tarayana foundation;
  • update the existing BCC strategy emphasising the role of agriculture sector by emphasising safe and nutritious food’s contribution to dietary diversity and healthy life. based on the results and analysis of the stocktaking exercise;
  • coordinate closely with Ministries of Agriculture and Forests, Health, and Education) as well as FAO, WFP, and other agencies/Non-Profit Organizations on nutrition related matters;
  • facilitate planning and implementation, monitoring and reporting on nutrition and behaviour change in close collaboration with the M&E officer of the PMU and Team Leader as well as the safeguard/ gender expert under the TA team;
  • develop a series of BCC fact sheets for different target groups (e.g. farmer groups, mother and child, adolescents, school children etc.) to create awareness for dietary diversity and nutrition and health impacts;
  • Concretize the clear delivery mechanisms of nutrition education with the DoA and ARDC through the existing Kitchen Garden programme;
  • Provide ToTs to Community Resource Persons (CRPs) in selected geowgs;
  • Assisting Agriculture Extension officers to be part of community mobilization, participatory training, and dissemination through network of) and Lead Farmers using pictures, infographics, audio-visual, and text messaging platform and discussion groups;
  • consulting with the linked schools with Farmer Groups/Producer Organizations to identify areas of improvement which would be reported to the PMU;
  • develop criteria and selection mechanism of BCC champions;
  • concretize the process documentation of community mobilization for nutrition education among communities together with CRPs, ARDCs and M&E Officer (e.g. prepare monitoring format) in order to compile lessons learned on dissemination and uptake of BCC materials/messages including frequency and quality of BCC sessions including factors that help or hinder the uptake ;
  • assist the M&E officer in the PMU to ensure all indicators relevant to BCC are captured in the project M&E system, and relevant data is collected and analysed;
  • facilitate appropriate training and support to PIUs with a view to building up capacity across Gewogs, Dzongkhags and PST to integrate nutrition in their regular development planning process;
  • visit communities and schools which are linked to farmers in order to assess effectiveness of linkages and areas of improvement/scaling-up.
  • Review and report the progress of all BCC related activities to Project Director and the FAO Country Office in the form of monthly reporting;
  • Complete and submit on time any other tasks assigned by supervisors; and
  • Submit soft copy of all works carried out and achievements to Project Director and FAO Bhutan.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • National of Bhutan;
  • Advanced university degree in Nutrition, Education and Agriculture/University degree or other closely related fields;
  • At least 10 years of relevant experience in relevant professional field;
  • Working knowledge of English, Dzongkha and other local dialects are advantages;

Technical/Functional Skills

  • Extent and relevance technical experience in the areas cover by Nutrition and Education areas.
  • Extent of experience in undertaking coordination of Nutrition and Education tasks.
  • Proven ability to communicate clearly and concisely both orally and in writing
  • Depth of knowledge of development issue in Bhutan
  • Ability to work under pressure and meet deadlines
  • Work experience in Bhutan and/or other countries in the Region.
  • Familiarity with FAO policies and programmes and systems is desirable
