Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.

UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve Sustainable Development Goals (SDGs), and help children realize their rights under the Convention on the Rights of Children. This will be made through, among others things, strong partnerships with provincial authorities, teachers and health professionals, frontline workers and social mobilizers, communities, and families, and of course, the children and adolescents themselves.

In particular, UNICEF will work so that:

  • Every child survives and thrives -- being in good health, immunized, protected from polio, and accessing nutritious food.

  • Every child is protected from violence and exploitation and registered at birth.

Under direct supervision of Additional Chief Secretory Government of GB and in close matrix management arrangements with the UNICEF Focal person for PAK and GB, the consultant supports the planning/design, implementation, monitoring and evaluation as well as innovation and knowledge management of SUN, Multi sectorial coordination for nutrition and ECD, Public finance for Nutrition and holistic ECD programming in GB. The consultant is responsible for coordinating policies, initiatives and/or programmes, as well as provides technical guidance and management support to facilitate achievement of concrete and sustainable results in strengthening functional multisectoral coordination mechanism for nutrition and ECD, in line with the national and subnational priorities, national strategic plans, standards of performance, and accountability framework.

How can you make a difference?

Major tasks, deliverables, and proposed payment schedule:

Management and advisory support the Nutrition/Social Sector Chief for additional Chief Secretory

  • Support Nutrition/Social Sector in preparing policy and technical briefs related to multi-sectoral Nutrition in PF4N and ECD in GB.
  • Support in the coordination and monitoring the implementation of Multi-sectoral National Nutrition Action Plan.
  • To facilitate in approval and rollout of ECD policy, Index & standards, Training packages, guidelines and multi-sectoral related documents.
  • Support and facilitate the implementation of ECD policy framework, Index, Standards.
  • Support to SUN Secretariat in policy formulation and strategies development in line with national and international developments and commitments.
  • Support Program development including proposal/concept papers/PC-Is development and review, as deemed essential.

Programme development and planning, monitoring and delivery of results

  • Review and support financial tracking exercise for Nutrition & ECD related sensitive and specific public sector initiatives in GB.
  • Coordinate development of policy, strategy and programme documents/guidance on multisectoral coordination and ECD, as deemed necessary by the provincial Government.
  • Provide technical support to all Nutrition specific and sensitive sectors in reviewing all related ADP schemes, PC1 etc. while providing suggestions to PCWP if needed.
  • Support the scale up multi-sectoral ECD packages.

Coordination and Technical Support

  • To ensure coordination among the SUN networks, provincial government, departments, and the stakeholders through the provision of technical support and assistance, maintaining the function of Nutrition and ECD steering committee, Technical and Sectoral working Groups as well.
  • Technically support and coordinate the development of relevant inter-sectoral policy framework and legislative instruments for the scaling up nutrition &ECD in GB.
  • To prepare draft reports/ documents including advocacy documents, fact sheets for Government of GB
  • To support preparation of sector specific action plan for nutrition.

Advocacy, networking, and partnership building

  • Support Nutrition Programs GB in Planning, coordinating and execution of ECD/Multisectoral Nutrition workshops, trainings, SUN SUNAR meetings/workshops and other events.
  • Develops and maintains productive relationships with organizations and bodies who are directly involved in ECD services / programs (e.g., ECD Alliance & Network) at national and provincial level.

Any other task assigned by supervisor

Deliverables:

1. Monthly workplan with brief submitted to ACS office GB and UNICEF;

2. Consultant’s monthly activity report submitted to ACS office GB and UNICEF;

3. Monthly summary of minutes of meeting with key actions submitted to ACS office GB and UNICEF;

4. Training reports/workshop reports submitted to ACS office GB and UNICEF.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in a relevant field combined with additional years of professional experience in Human Nutrition, Public Health Nutrition or Child development. *A first University Degree in a relevant field combined with professional experience may be accepted in lieu of an Advanced University Degree.
  • Minimum 6 years of relevant experience in multi-sectoral nutrition, PF4N and ECD, and development sector.
  • Previous experience with government/development partners at senior levels.
  • Proven skills in PC-I, PC-II and Proposal development, communication, networking, strategic thinking, advocacy, negotiation, and ability to relate to tradition and culture.
  • Proven ability to conceptualize, plan and execute ideas as well as transfer knowledge and skills.
  • Proven ability to write briefs, concept notes, nutrition updates.
  • Ability to work independently and as team work to deliver quality results and limited supervision.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Candidates are requested to submit their monthly/lumpsum fee with the application for the consultancy.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
