This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

On March 11th, 2020, WHO declared COVID-19 a pandemic. The highly infectious and transmittable disease resulted in the death of 4.1 M people and infected over 191M as of late July 2021 according to health data sources. The disease has also caused unprecedented social and economic devastation, especially amongst the poor.

As the country geared up to control COVID-19, the Ministry of Health and Family Welfare spearheaded a national communication strategy for promoting the Covid appropriate behaviours and sustain these norms, build trust and confidence of communities to follow the COVID protocols. This was followed by the introduction of COVID vaccine which was a significant milestone. The vaccine impact at scale will be achieved if it is distributed equitably and the vaccine acceptance rate is high. The trust in and demand on vaccine requires transparent information and public awareness to support the roll-out of the vaccination campaign. This requires strong communication support to convey the risk of the virus , engage communities and social mobilization and community engagement efforts. Communication messages are important in such situation to generate and manage adequate demand, facilitating eagerness, and addressing vaccine hesitancy and confidence.

As the lead technical partner for communication for the Ministry of Health and Family Welfare, UNICEF has developed a coordinated multi-sectoral response to empower, engage and support children, their caregivers and communities from exposure to the novel coronavirus, and its impact using the Risk Communication and Community engagement (RCCE) approach.

UNICEF through its state offices continues to provide technical assistance to planning, implementation and monitoring of the RCCE strategies for the COVID vaccine, enhancing the awareness, knowledge, attitude to influence individuals, families and communities to demand and accept the vaccine. Within the delegated authority and under the supervision of Tamara Abu Sham or his/her designated mandated representative(s), the UNV Communication for Development Officer will support the following areas Risk Communication and Community engagement for COVID -19

Support to COVID-19 RCCE strategy implementation at the national level through coordination with state teams.
Coordinate with the knowledge management team for COVID-19 RCCE through identification, documentation and dissemination of best practices, innovations and positive stories, audio visual products.
Support in the development and dissemination of communication products for COVID 19 campaigns.
Facilitate analysis of data and reporting for donor supported programmes on RCCE for COVID 19
Support in monitoring of all COVID communication related tasks and activities
Support knowledge management and documentation for COVID-19 through coordination with UNICEF teams in states and partners.
Support state offices with RCCE grants planning, campaigns implementation and reporting.
Contribute to grant management through financial reports generation, compilation of input from states and drafting of updates, reports.
Any other related tasks as may be required or assigned by the supervisor.

At least 2 years of professional work experience at the national and/or international level in areas of social development program planning, communications and public advocacy and/or related areas at the international and/or large organization some of which preferably were served in a developing country is required; experience within public health is an asset, as is experience working in the UN or other international development organization;

Excellent oral and written skills; excellent drafting, formulation, reporting skills;

Accuracy and professionalism in document production and editing;

Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;

Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;

Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;

Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;

Sound security awareness;

Have affinity with or interest in UNICEF, volunteerism as a mechanism for durable development, and the UN System.

Living in New Delhi is like any other metropolis in the world with its own share of experiences and conditions. New Delhi is the largest commercial city in northern India and being the capital city, traffic is busy. New Delhi is a cosmopolitan city due to the multi-ethnic and multi-cultural presence of the vast Indian bureaucracy and political system. The summers are hot and the winter is generally cold.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.
