This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. UNFPA’s strategic plan, focuses on three transformative results: to end preventable maternal deaths; end unmet need for family planning; and end gender-based violence and harmful practices. UNFPA has been operating in India since 1974.

This is a UNV position by UNFPA for the Capacity Building Commission (CBC) that is implementing Government of India’s flagship initiative the “National Program for Civil Services Capacity Building - Mission Karmayogi” to affect a transformational shift from a rule-based training to role-based capacity development of all Civil Servants in the country.

The Commission is currently building a young and agile team to spearhead its various programs and activities as mentioned below:

a) Facilitate preparation of Annual Capacity Building Plans of departments, ministries and agencies b) Prepare and present Annual State of Civil Service Report to the Prime Minister’s HR Council c) Functional supervision over all Central Training Institutions d) Audit of Human Resources in Government and outcomes of the Capacity Building efforts e) Organize a global HR Summit f) Evolve a harmonious de-siloed approach to improve civil service capacity g) Analyze learning/ competency related data from iGOT-Karmayogi, online training platform h) Drive standardization, harmonization and shared understanding of Capacity Building activities i) Create shared learning resources, including internal and external faculty and resource centers j) Approve Knowledge Partners and Content Validation mechanism for training of civil servants k) Make Policy recommendations to DoPT on personnel/ HR and Capacity Building

Under the overall guidance of the Secretary, Capacity Building Commission and National Programme Specialist, Adolescent and Youth, UNFPA, the NUNV Specialist will perform the following tasks:

• Assist in the preparation of capacity building frameworks, methodologies and modules, in close coordination with relevant stakeholders

• Conduct research and assist in the development of plans for capacity building of various departments, ministries and agencies of the government

• Support preparation of technical approach papers for implementation of CBC interventions

• Assist in Undertake a reviewing of the current civil services ecosystem and design possible approaches for interventions by CBC

• Conduct research on comparable global good practices for capacity building of civil servants

• Participate in stakeholder consultations and prepare meeting agendas, presentations, and summary notes

• Additional research, analysis, and documentation as per project needs

• Carry out other communication related duties or tasks, as assigned by the supervisor.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);

• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;

• Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.

• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;

• Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;

• Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/expected outputs

• As a CBC team member, efficient, timely, responsive, client-friendly and high-quality support rendered and its beneficiaries in the accomplishment of her/his functions, including:

• Submission of draft capacity building frameworks, methodologies and modules,

• Submission of draft research framework and plans

• Submission of draft training plans and calendars

• Submission of draft data analysis and documentation of best practices

• Submission of monthly and quarterly regular reports as agreed with the supervisor.

• Bachelor’s degree in Social Science, demography, management and related social development related field, from an accredited and reputed college or university

• At least 3years of professional work experience

• Candidates with previous experience of working in the government agencies at central, state or local levels would be preferred

• Proficient in professional IT tools

• Oral and written English language proficiency

• A creative self-starter

• An excellent communicator to various stakeholders (government, industry, academia)

• Multi-tasker with agile coordination skills

• Team player with a strong problem-solving mindset

New Delhi is the national capital of India and is situated in the central part of India. The city is home to thousands of businesses and international companies and embassies, making it very cosmopolitan in nature, and culturally rich.
