You have:
- An advanced university degree (Master's degree or equivalent) in Trade, Economics, Business Administration or related field is required.
- At least 1 year of experience in the fields of trade, investment, business and/or economic policy or 3 years of experience may be accepted in lieu of the advanced university degree.
- Work experience of working in the government on international trade and integration is desirable.
- Good knowledge of non-tariff measures is desirable.
- Fluency in English (oral and written) is required.

The consultant will contribute to increasing knowledge and understanding of Non-Tariff Measures in the beneficiary countries as well as enhancing transparency in trade rules.

Duties and Responsibilities
Under the supervision of UNCTAD and in close cooperation with policymakers in the beneficiary countries and ASYCUDA Pacific Regional Office, the consultant will support the undertaking of the following tasks: (1) Support in hiring national consultants for Non-Tariff Measures data collection and other activities - Support identifying and soliciting interest from potential candidates through government contact points, universities and other organizations and partners - Support training of national consultants in Non-Tariff Measures data collection methodology including the revised Guidelines to Collect Data on Official Non-Tariff Measures (2019 Version) (2) Collect (or support the collection of) Non-Tariff Measures data of some of the beneficiary countries - Conduct research on the existing national governance and legislative structures, and all the on/offline sources for trade-related regulations such as laws, decrees, public notices or others - Prepare the regulatory transparency report on on/offline regulatory sources - Contact and make a visit to policymakers in different ministries and agencies by cooperating with the government contact points, in order to collect trade-related regulations and any other information and to validate the collected Non-Tariff Measures data in the pursuit of the publication approval - Code the collected regulations into the International Classification of Non-Tariff Measures and prepare the HS Classification which is currently used by the beneficiary countries, using TRAINS online data collection software (Coding into HS not done under this contract, only preparation with high quality product description). - Follow instructions from the UNCTAD staff, to make changes to the database if necessary (3) Review Non-Tariff Measures data and HS codes, of some of the beneficiary countries collected by national consultants and HS coders, potentially together with other Non-Tariff Measures and HS supervisors - Ensure that the Non-Tariff Measures data and the HS codes are in line with the revised Guidelines to Collect Data on Official Non-Tariff Measures (2019 Version). - Provide comments to national consultants and HS coders, using TRAINS online data collection software - Follow instructions from the UNCTAD staff, to make changes to the database if necessary (4) Support NTM capacity building activities - Assist in outreach to government officials, researchers and business professionals to solicit their interest in the Non-Tariff Measures online course - Support the registration and address any technical issues related to the online course platform before, during and after the Non-Tariff Measures online course under the guidance of the relevant UNCTAD staff - Support the roll-out of the Non-Tariff Measures online course substantively and logistically (e.g., forum maintenance, course schedule reminder) under the guidance of the relevant UNCTAD staff (5) Support the organization of online or offline national and regional meetings and workshops (including Non-Tariff Measures capacity building workshops in relation to (1)) - Support the coordination with government contact points - Support UNCTAD procurement process, communication and social media activities, and any other matters (e.g., agenda, participant list, questionnaire, summary note) (6) Support the coordination with other international and regional organizations and partners - Attend relevant meetings and workshops organized by other international and regional organizations and partners, make interventions where appropriate, identify potential cooperation areas and report to UNCTAD staff - Provide inputs and participate as a speaker in the meetings and workshops, upon request (7) Support outreach activities to various stakeholders - Promote UNCTAD’s work, findings and recommendations to governments, universities, and private sectors (e.g., Reports, Export Guide, TRAINS Non-Tariff Measures database and Global Trade Helpdesk) - Raise awareness of UNCTAD work through this project (8) Support the development of the EU Export Guide - Collect views and feedback from the private sectors and, if needed, governments in the Pacific region (e.g., to identify the private sector’s challenges to be addressed by the EU Export Guide, to validate the contents of the EU Export Guide) (9) Provide research support upon request.
