OBJECTIVES OF THE PROGRAMME

Theobjective of the WHO Country Office for Nepal is to implement the CountryCooperation Strategy by supporting the Nepal Government in the formulation,implementation and evaluation of national health policies, strategies and plansand developing and managing WHO's technical cooperation programmes at thecountry level. WHO provides guidance andtechnical support in organizing the humanitarian health response and inrevitalizing the capacity of the health sector through strengthening healthsystems under new governance of federalism, recover from emergencies inappropriate and sustainable way. Themission of WHO's Health Emergencies Programme (WHE) is to help countries, andto coordinate international action, to prevent, prepare for, detect, rapidlyrespond to, and recover from disasters and public health emergencies.The specific position willsupport the delivery of a full range of technical support in biomedicalengineering for the health emergency preparedness, readiness, and response, andpost-emergency response surge and recovery activities of the WHO HealthEmergency Programme in Nepal.

DESCRIPTION OF DUTIES

Under the overall guidance of the WHO Representative and the direct supervision of Team Leader - WHE Programme; in close coordination with other members of the WHE Programme team of WCO Nepal and in collaboration with other team members within WCO Nepal and key external stakeholders, the National Professional Officer - Technical Health Logistics (OSL TECH) will perform the following tasks:

  • Provide technical support to the Ministry of Health and Population, multi-line ministries, UN agencies, external development partners and WHO Country Office for Nepal on optimum preparedness and response readiness to all hazard emergencies through high quality, and professional biomedical engineering technical support in all activities related to the feasibility, commission, installation, and maintenance of medical equipment.
  • Enable WHO Country Office for Nepal with optimum preparedness and response readiness to all hazard emergencies through providing technical review of all biomedical equipment being requested to WHO for procurement in consideration of feasibility and sustainability in the local context, technical specifications for medical systems including components, products, apparatus, and services together with the expected quality of workmanship.
  • Lead in providing technical support for maintenance of biomedical equipment and other priority health technologies in adherence to requirements as per the organization's policy, bringing issue that may affect its efficiency and effectiveness as well as safety and security for its end users, operators and patients alike, to the immediate attention of supervisors and relevant stakeholders for remedial action.
  • Support technical focal points of WHE Programme, Ministry of Health and Population and other UN agencies through participation in the review and analysis of existing health equipment, specifications, and installations (field assessments) in various sites in terms of design, accuracy, suitability, and context.
  • Provide technical support for the efficient receipt of biomedical equipment dispatched from the warehouse and assist in its installation as required.
  • Provide technical support to test, evaluate and improve upon existing equipment and devices currently in use. Additionally, assess the probabilities for the integrationof the new equipment into existing medical systems. Keep files and records ofthe design processes and decisions.
  • Train relevant personnel on device purpose and proper, effective usage of biomedical equipment. Stay abreast of and implement innovative technologies in the biomedical engineering field including any new materials, designs, programs relevant to public health emergencies of international concern, and to facilitate incorporation of latest global evidence in local capacity-building.
  • Enable WHE Programme in preparing contracts related to biomedical equipment and priority health technology; Memorandum of Understanding (MOU) / Service Level Agreements (SLA) with partners for the supply management and maintenance of biomedical equipment and priority health technology at health facilities. Coordinate and establish partnership with relevant government and non-government stakeholders to ensure close and effective coordination of technical health logistics response to disasters and public health emergencies.
  • Support and efficiently preposition or distribute adequate equipment and technical health logistics of good quality to support emergency response operations in time, aiming to reduce the consequences of crises on health systems and populations.
  • Provide technical support towards improving Nepal's capacity in prevention, detection and response to chemical, biological, and radio nuclear emergencies.
  • Provide technical support in development of frameworks and capacity building of for asset management, equipment selection, installation and maintenance, planning of clinical areas for health-care delivery systems.
  • Support the government in to define appropriate technologies for patient diagnostic, treatment, rehabilitation and access disability
  • Provide technical support in development of regulatory arrangements for assuring biosafety and biosecurity in biomedical laboratories.
  • Provide technical support in strengthening the research and development, design, safety and effectiveness of medical devices/systems.
  • Technical support in selection, procurement, installation, integration with electronic systems, monitoring, managing maintenance and repairs, training for safe use and upgrading of biomedical devices.
  • Provide support to capacitate other Member States on request from WHO South-East Asia Regional Office through deployment and procurement, installation of country specific innovation on emergency technical health logistics and biomedical equipment for optimum preparedness and response readiness to disasters and public health emergencies.
  • Perform other related duties, as requested by the supervisor, including provision of support to other areas of work and teams or programme areas within WHO, as required.

REQUIRED QUALIFICATIONS

Education

Essential: University degree from a recognized university in biomedical engineering. Desirable: Recognized WHO health emergencies training courses, health cluster coordination, incident management system, and chemical and biological deliberate events will be an advantage.

Experience

Essential: At least one year experience in biomedical engineering support to public health emergency operations. Desirable: Experience in governmental or intergovernmental organizations or UN would be an advantage.

Skills

Thorough knowledge of WHO goals, policies, rules and regulations, structure and functions. Knowledge of programme planning, monitoring and evaluation process. Demonstrated ability and skills to manage high profile and sensitive or classified information. Excellent interpersonal skills with ability to negotiate with and convince officials with tact and diplomacy. Knowledge procurement policies or guidelines of government of Nepal. Demonstrated operational planning and organizational skills complemented by a thorough understanding of emergency response mechanisms with track record in providing biomedical engineering support for outbreak/response in the context of disasters and public health emergencies. Technical expertise; Good overall attitude at work is also a required mandatory competency.

REMUNERATION

Remuneration comprises an annual base salary starting at NPR 2,445,001 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
