OBJECTIVES OF THE PROGRAMME

WHO is the specialized agency of the United Nations with objectives to promote health, keep the world safe and serve the vulnerable. The WHO Indonesia Country Office directs and coordinates the authority for health by supporting the Indonesian Government in the formulation, implementation and evaluation of national health policies, strategies and plans, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity.

The Country Office continually improves its administrative efficiency in managing financial and human resources in a results-oriented and transparent manner. This is crucial for the organization to deliver appropriate technical assistance to the Government.

The objective of the Programme is to deliver WHO core functions at the country level, with particular focus of the Organization's directing and coordinating role for international work. Within this framework, activities include support to the Government in the formulation, implementation and evaluation of national health policies, strategies and plans, and development and management of WHO technical cooperation progammes at the country level. The immediate objective is to provide efficient operational and logistic support to teams ensuring full compliance with organizational strategic plans, policies, procedures and guidelines and standards of performance, ethics and integrity.

DESCRIPTION OF DUTIES

Under the direct supervision of the Administrative Officer and general supervision of relevant Technical Leader the incumbent will perform the following duties:

1. Coordinate, provide guidance on operational issues to the programme and management teams of the office;

2. Coordinate all administrative, human resources, logistics and financial work of the Organization in and outside the ERP;

3. Contribution to development and management of Country Office work plan/budget; (planning, monitoring and evaluation);

4. Management of office travels;

5. Support in organizing meetings and events;

6. Facilitating human resources management;

7. Resources management including finances, logistics and other assets;

8. Management of procurement services and inventory of office assets;

9. Operational support in the field locations;

10. Support of spot checks and assurance activity plans during and after implementation;

11. In collaboration with the security focal point, ensure safety and security of all staff members and equipment;

12. Mentor support staff by improving their technical and substantive financial skills and creating work processes that maximize their contribution;

13. Provide guidance and advice to staff, consultants, counterparts as well to participants to various meetings on financial matters and entitlements when and as needed;

14. Ensure office compliance with WHO guidelines by regular monitoring and reporting on the Key Performance Indicators (KPIs);

15. Prepare regular management reports on implementation of Office work plans and activities;

16. Disseminate information on administrative procedures to all staff at WCO and assist staff in adhering to WHO administrative procedures; and

17. Perform any other duties as assigned by the Administrative Office or relevant Team Leader.

REQUIRED QUALIFICATIONS

Education

Essential: Bachelor's degree in management, logistics, finance, project management, public or business administration, or other relevant social sciences. Desirable: Master's degree in management, logistics, finance, project management, public or business administration.

Experience

Essential: At least one (1) year experience in project or programme management, general administration, or related fields. Desirable:

- Proven experience in managing a team and in supporting complex operational processes and applying technical expertise.

- Working experience in International organization or large private company.

Skills

- Ability to independently lead small teams dealing with operational works and liaise with all Units in the Office.

- Ability to apply technical knowledge in day-to-day work.

Use of Language Skills

Essential: Expert knowledge of English. Expert knowledge of Bahasa Indonesia.

REMUNERATION

Remuneration comprises an annual base salary starting at IDR 409,050,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
