OBJECTIVES OF THE PROGRAMME

Thirteenth General Programme of Work, 2019-2023 (GPW 13) outlines a clear vision to achieve three strategic priorities through the triple billion targets, i.e., achieving universal health coverage - 1 billion more people benefiting from universal health coverage; addressing health emergencies - 1 billion more people better protected from health emergencies; promoting healthier populations - 1 billion more people enjoying better health and well-being. The triple billion targets provide a framework for WHO's action to address the health-related targets of the Sustainable Development Goals (SDG). The objective of the post is to provide the support and oversee over-all activities of planning unit of WCO Myanmar and collaborate with the Ministry of Health and other relevant national authorities in facilitating their engagement during biennium workplans development, monitoring of implementation and evaluation of WHO support activities as and when required. The planning team is working closely with all technical teams and admin and finance(A&F) team, HR team of WCO Myanmar and related technical units of Regional Office, i.e., PPC, BFU, PIR for effective and timely actions related to planning and programme monitoring.

DESCRIPTION OF DUTIES

Under direct supervision of Deputy Head of Country Office, and overall guidance by WHO Representative to Myanmar, the incumbent will work with the planning (PLN) team of WHO country office Myanmar based in Yangon/ Naypyitaw to perform the following tasks:

Programme Planning, Implementation and Coordination:

1. Provide technical support to the PLN team in monitoring of implementation of biennial collaborative workplans and in advising on effective and efficient implementation.

2. Support development of biennium programme budget (PB)/ workplans for WHO Myanmar in close collaboration with all Technical teams of WCO Myanmar and with Ministry of Health (MoH) counterparts.

3. Maintain a good professional and supportive relation with the International Relations Divisions (IRD) of MoH to work closely on biennium work plans development, monitoring of implementation and follow-up of bilateral issues.

4. Participate in coordination meetings with WHO, MoH and implementing partners as required.

5. Participate in and support to end-biennium, mid-term and ad-hoc technical monitoring and preparation of mid-term and end-biennium reports for Myanmar budget centre.

6. Perform any other planning and programme management functions as requested by the team leader and/or WR

Resource Mobilization and Technical Support:

7. Provide support to technical teams (as needed) during development of proposals for donor support and partake in discussions/ negotiations with potential donors.

8. Support tracking and forecasting resources to periodic updating in SEARO tracking sheet and in WHO Contributor Engagement Management (CEM) System and any other online tools as required by WHO.

REQUIRED QUALIFICATIONS

Education

Essential: Recognized university degree in medicine or public health with the relevant trainings in health programme planning and budgeting. Desirable: Advanced university degree on health planning, international health or public health area.

Experience

Essential: Minimum two years of relevant experience in health programme planning. Desirable: Experience in monitoring including financial monitoring, resource mobilization; Working experience with Ministry of Health or Ministry of Planning, UN organization or international organization will be an asset.

Skills

  • Broad knowledge of principles, practices, methods and technologies in planning and programme management.
  • Ability to establish harmonious coordination within different technical units of WCO Myanmar; government officials, agencies and three levels of WHO offices.
  • Good knowledge on administrative functioning of government institutions with particular focus on MoH and related departments/agencies, and other partners in Myanmar.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 26,662 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
