Objectives of the Programme and of the immediate Strategic Objective

To ensure that effective WHO country presence is established to implement WHO GPW13 in the context of biennial plans agreed on with the Ministry of Health and Medical Education of Tunis and harmonized with the United Nations country team.

Organizational context

Under the direct supervision of WHO Representative Tunisia (WR) and the general supervision of Director of Business Operations Services (BOS), the incumbent will support all operational activities within the country office and support HWCO in enhancing WHO’s programme delivery capacity by managing, coordinating and leading the administrative and financial services.

DESCRIPTION OF DUTIES

The incumbent will perform the following duties:

  1. Plan, recommend and implement systems, norms and procedures, in compliance with existing policies, for the administration of human, financial and material resources, as well as for the monitoring, control and evaluation of such processes.
  2. Assist in the planning, organization, operation and evaluation of the administrative and financial services.
  3. Formulate general and specific budgetary estimates for projects; plan, organize and monitor the application, control and accounting of approved budgetary allocations by programmes.
  4. Provide managerial and administrative support in the implementation of all WHO collaborative programme through initiation of relevant proposals for all planned activities as per plans of action and periodic monitoring/reporting of their implementation in compliance with rules and procedures.
  5. Manage procurement of services and supplies required to ensure smooth running of the Country Office and implementation of the WHO collaborative programme, track inventory, coordinate logistics and HR, ensure appropriate asset management, and review local contracts to ensure best value for money as per the delegated authority.
  6. Provide a range of human resources services, including forecasting future needs, coordinating/facilitating recruitment, training and staff orientation and implementation of performance management in collaboration with the relevant RO/HRO.
  7. Manage Information Technology support services provided by sub-contractors and in coordination with the Regional Office.

Education Qualifications

Essential: University degree in public administration/ international relations or in other field related to the work to be performed.

Desirable:

Experience

Essential: At least 2 years’ experience at the national level in administration, project, and budget management, in addition to experience in supervision of staff.

Desirable: Previous experience in administrative/operations area in WHO or an UN agency would be an asset, preferably in a developing country.

Use of Language Skills

Excellent knowledge of English, French and local language

Other Skills (e.g. IT)

Proficiency in Microsoft Office.

REMUNERATION

Remuneration comprises an annual base salary starting at Dinars 56,027 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
