OBJECTIVES OF THE PROGRAMME

Le programme vise a renforcer la resilience et la performance du systeme de sante dans la gestion des maladies non transmissibles (MNT) conformement aux priorites des Etats membres et aux directives de l'OMS. L'objectif est d'integrer une approche multisectorielle pour la prevention, le depistage precoce, la gestion et le controle des MNT au sein des services de sante existants, en mettant l'accent sur les soins primaires et la continuite dessoins en situation de crise.L'unite ou l'activite sur le terrain se concentrera sur : (i)La mise en place et le suivi des protocoles nationaux et des programmes de formation pour le personnel de sante. (ii) Le renforcement des systemes de soins chroniques et leur integration avec d'autres programmes de soins, comme ceux pour la tuberculose ou le VIH. (iii) La collaboration avec les autorites de sante et autres partenaires pour une mise en œuvre efficace et le suivi des interventions contre les MNT. (iv) La mobilisation de ressources financieres et non financieres et l'elaboration de partenariats strategiques pour lutter contre les MNT.

DESCRIPTION OF DUTIES

Sous la supervision Generale du Representant de l'OMS au Togo, le titulaire du poste devra effectuer les taches specifiques suivantes :Maintenir les soins essentiels, y compris la vaccination, pendant les crises pour renforcer le systeme de sante.Utiliser des outils standardises pour la prevention et la gestion des MNT principales et integrer les services de sante chroniques.Soutenir les directions regionales et prefectorales de la sante dans la planification et l'implementation multisectorielle des programmes de lutte contre les MNT.Ameliorer l'integration des services MNT et de sante mentale en coordination avec les autorites sanitaires a tous les niveaux.Former les prestataires de soins de sante sur les procedures nationales et la reorganisation des soins de sante primaires.Aider les autorites sanitaires a deployer une reponse multisectorielle aux MNT.Tenir des reunions et collaborer avec les partenaires pour promouvoir la sante et reduire les risques.Documenter les experiences et fournir des retours pour ameliorer les services de MNT et SM.Documenter les services MNT/SM et soutenir la mise enœuvre des reponses multisectorielles aux MNT.Contribuer a la mobilisation de ressources pour combattre les MNT.Effectuer d'autres taches pertinentes assignees par le Representant de l'OMS au Togo et effectuer toute autre tache selon le besoin et a la demande du superviseur.

REQUIRED QUALIFICATIONS

Education

Essential: Doctorat en Medecine etspecialise en sante publique obtenu aupres d'un institut accredite/reconnu. Desirable: Master en sante publique, epidemiologie, ou dans les domaines connexes.

Experience

Essential: Au moins 5 ans d'experience dans la gestion des programmes, prestation de services de sante avec des experiences de base sur la prestation de services de sante, y compris les services de MNT Desirable: Connaissance du MPOWER, SHAKE, ACTIVE, REPLACE, SAFER,WHOPEN, HEARTS, HEARTS-D, MHGAP et services de sante mentale, et sante auditive, oculaire et soins dentaires avec une experience prealable dans la gestion et la prestation de services de soins de sante primaires. Experience de travail avec le systeme des Nations Unies ou avec une organisation non gouvernementale internationale.

Skills

Avoir une excellente connaissance des strategies de prevention, de maitrise des maladies non transmissibles, une competence technique dans les differents aspects de la prevention et de la maitrise des MNT, avec des connaissances dans des domaines tels que la formulation et la mise en œuvre des politiques de traitement, la surveillance epidemiologique et les interventions communautaires, ainsi que la recherche.Avoir des competences averees en matiere de surveillance epidemiologique et de recherche dans le domaine des maladies non-transmissibles.Avoir des capacites a nouer et a maintenir des relations de travail efficaces avec les partenaires a tous les niveaux sanitaires.Avoir une bonne connaissance des politiques et procedures des donateurs.

REMUNERATION

Remuneration comprises an annual base salary starting at XOF 24,382,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
