OBJECTIVES OF THE PROGRAMME

WHO is the specialized agency of the United Nations with objectives to promote health, keep the world safe and serve the vulnerable. The WHO Indonesia Country Office directs and coordinates the authority for health by supporting the Indonesian Government in the formulation, implementation and evaluation of national health policies, strategies and plans, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity.The Country Office (CO) develops a two-way collaboration with the Government of Indonesia in stewardship and advocacy for a healthier population through addressing the determinants of health, and for achieving universal health coverage to ensure accessible, affordable and quality health services for all citizens.

DESCRIPTION OF DUTIES

Under the direct supervision of the Technical Officer, the Team Lead, NCDs and Healthier Populations, and general supervision of WHO Representative (WR), the incumbent will perform the following duties:

  1. Collaborate closely with concerned government counterparts, partners and WHO colleagues to coordinate and implement national and subnational NCD prevention and control initiatives;

  2. Provide technical assistance to the MoH and other ministries on development and implementation of multisectoral action plans and policies for the prevention and control of NCDs, with special emphasis on the WHO “best buy” interventions;

  3. Plan, develop and implement country-focused multi-sectoral action for NCDs and their risk factors, including but not limited to cardiovascular diseases, diabetes, chronic respiratory diseases, and cancer, tobacco use, physical inactivity, unhealthy diet, alcohol use, obesity, and hypertension, disabilities and injuries, road safety;

  4. Develop guidelines, norms, standards and operating procedures for NCDs and their risk factors in partnership with relevant stakeholders;

  5. Follow-up on commitments to goals and targets of the global and regional action plans for NCDs and the South-East Asia Regional Flagship programme, and facilitate timely action and reporting at national, regional and global level;

  6. Provide technical advice on the generation of national and subnational level evidence, through research design and surveillance, to inform key policy decisions on NCD prevention and control;

  7. Work with all levels of governments to integrate NCD prevention and management into primary health care through training, resource mobilization, and an overall health system strengthening approach;

  8. Advocate proactively with policy makers and key stakeholders on strategies to achieve national and global NCD prevention and control goals;

  9. Produce policy and technical briefs, background documents, reports, and strategic communication materials to support advocacy for and action on NCD prevention and control;

  10. Ensure timely and appropriate implementation, monitoring, reporting and evaluation of the biennial WHO NCD collaborative workplan;

  11. Coordinate with other programme areas within WHO country office, especially maternal and child health, environmental health, communicable diseases, and universal health coverage, to integrate NCD prevention and control interventions and approaches;

  12. Perform any other relevant work requested by the Team Lead and WHO Representative.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in Medicine, from internationally recognized University. Desirable: Master's degree in public health, epidemiology, or related health subject.

Experience

Essential: At least five (5) years of working experience in the field of policy and programme development and implementation for prevention and control of noncommunicable diseases and their risk factors.Experience in NCD related public health programme management, health system strengthening, health promotion or NCD support programmes. Desirable: Design and delivery of training on NCDs and their risk factors, development of policies or clinical guidelines for prevention and management of NCDs, experience of working with UN agencies or international development organizations.

REMUNERATION

Remuneration comprises an annual base salary starting at IDR 402,213,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
