TERMS OF REFERENCE FOR NPO/MENTAL HEALTH

Title: NPO (Mental Health) SSA Contract roster purposes

Grade: NOB

Expected Duration of Contract :Six months

1. RATIONALE: Scope of work and context in which work will be undertaken.

Mental health conditions contribute to poor health outcomes, premature death, human rights violations, and global and national economic loss, The Special Initiative for Mental Health is a program of the WHO which seeks to ensure universal health coverage involving access to quality and affordable care for mental health conditions in 12 priority countries (including Zimbabwe) to 100 million more people by 2023.

How does the work fit in to the work of the program/unit

The WHO Special Initiative for Mental Health will advance mental health policies, advocacy and human rights, and scale up quality interventions and services for individuals with mental health conditions, including substance use and neurological disorders, in line with the WHO country support plan 2020-21

2. Purpose of the Contract/ Expected Assigned Duties/Work to be Performed

  1. Provide technical support to the Ministry of Health & Child Care (MoHCC) and other line ministries and their technical departments in the development, review and implementation of the Special Initiative for Mental Health.
  2. Support the MOHCC to develop a roadmap for implementation of the Special Initiative as part of the Universal Health coverage ensuring care that is timely, efficient, equitable and people centered. The roadmap will include a narrative and financial programme design document which will likely be developed through an online consultative process with key stakeholders.
  3. Consistently follow up with partners and institutions participating in the Special Initiative for Mental Health planning activities.
  4. Coordinate with other agencies and organizations working in the field of mental health to optimize inputs to the Special Initiative design consultation process.
  5. Plan, schedule, monitor and assess the activities related to Special Initiative planning activities
  6. The Officer will also perform any other activities assigned by the Deputy Director Mental health where it relates to the WHO Special initiative for Mental Health.

3 Technical Supervision:

The incumbent will report directly to the Deputy Director Mental Health at the MOHCC whilst working closely with the WCO Mental health focal person.

4.Specific Requirements

Required Language:

    • Expert knowledge of both written and spoken English Desirable Language: o Knowledge of Ndebele or Shona will be an added advantage

Required Education:

    • Post graduate University Degree in Public Health Desirable Education:
    • A degree in psychology or Psychiatry will be an advantage

Required Experience

    • Minimum of 5 years of professional practical experience in Mental Health programmes at provincial or national levels

Desired Experience

    • Experience in working with United Nations, bilateral or other multilateral organizations in Zimbabwe will be an advantage,
